Bukan tidak: reject a negative explanation
Bukan tidak + predicate denies that the negative predicate is the correct explanation. It commonly introduces a qualification with tetapi/melainkan. The speaker cautiously affirms willingness, knowledge, or agreement while withholding an unqualified positive.
Saya bukan tidak setuju, tetapi usul itu masih perlu diperjelas.
It's not that I disagree, but the proposal still needs clarification.
Dia bukan tidak mau membantu; waktunya memang sangat terbatas.
It's not that he/she is unwilling to help; time really is very limited.
Kami bukan tidak percaya kepada tim itu, melainkan membutuhkan bukti tambahan.
It's not that we distrust the team; rather, we need additional evidence. (formal)
Bukan tidak bisa, saya hanya belum pernah mengoperasikan mesin ini.
It's not that I can't; I simply have never operated this machine before.
These are not equivalent to blunt positives. Saya setuju commits directly; saya bukan tidak setuju clears away “disagreement” but prepares a reservation. English it's not that I don't... is a close discourse parallel.
Bukan tidak mungkin and tidak mustahil: cautious possibility
Negating impossibility yields possibility, but usually a cautious one. Bukan tidak mungkin and tidak mustahil are common in analysis and predictions (formal). They avoid claiming that an outcome is probable.
Bukan tidak mungkin harga bahan baku naik lagi tahun depan.
It is not impossible that raw-material prices will rise again next year. (formal)
Tidak mustahil kesepakatan tercapai sebelum akhir bulan.
It is not impossible that an agreement will be reached before the end of the month. (formal)
Bukan tidak mungkin temuan kecil ini mengubah arah penelitian.
It is possible that this small finding will change the direction of the research. (academic, cautious)
Hasil seperti itu tidak mustahil terjadi pada sampel kecil.

Neither construction equals pasti “certainly.” It licenses an outcome as possible while protecting the writer from overcommitment.
Tidak mungkin tidak: unavoidable consequence
In tidak mungkin tidak + predicate, the outer tidak negates the possibility of the inner negative. The result is a strong claim that the event or effect cannot be avoided.
Perubahan jadwal sebesar itu tidak mungkin tidak memengaruhi biaya.
A schedule change that large cannot fail to affect costs. (formal)
Kenaikan suhu laut tidak mungkin tidak berdampak pada ekosistem pesisir.
Rising sea temperatures must have an impact on coastal ecosystems. (academic)
Berita tersebut tidak mungkin tidak diketahui oleh pimpinan.
The leadership cannot possibly have been unaware of that news. (formal)
Kalau semua jalan ditutup, kita tidak mungkin tidak terlambat.

Everyday speech can use the same logic with colloquial forms:
Kalau suaranya sekeras itu, tetangga nggak mungkin nggak dengar.
If it was that loud, the neighbors couldn't possibly not hear it. (informal)
The repetition is meaningful, not careless. In formal writing, the two occurrences remain separate words and may be retained when the inevitability itself is rhetorically important.
Tidak bisa tidak and tak dapat tidak
The semi-fixed expression tidak bisa tidak + verb means cannot help but/must inevitably. Its compact counterpart tak dapat tidak sounds formal, literary, or older in tone, though still recognizable.
Melihat kerusakan itu, kami tidak bisa tidak merasa prihatin.
Seeing that damage, we cannot help but feel concerned.
Pemerintah tidak bisa tidak mempertimbangkan dampak sosialnya.
The government must take its social impact into account. (formal)
Dalam keadaan demikian, hakim tak dapat tidak memeriksa bukti tambahan.

This pattern does not grant ability. The first tidak negates bisa/dapat + tidak melakukan, producing necessity. A plain positive such as harus mempertimbangkan is clearer in many instructions, while the double negative foregrounds inevitability.
Litotes: a negative form with a restrained positive effect
Litotes affirms by denying the opposite. Indonesian frequently uses tidak buruk, tidak sedikit, tidak jarang, and bukan tanpa alasan. The result may be conventionalized and stronger than a literal word-by-word reading suggests.
Hasil percobaan pertama tidak buruk untuk tim yang baru dibentuk.
The first trial result is not bad for a newly formed team.

Tidak buruk may mean acceptable, fairly good, or genuinely good depending on tone; it does not necessarily equal enthusiastic bagus sekali. Tidak sedikit is more conventional: it usually means a substantial number. Litotes is valuable precisely because it calibrates rather than maximizes praise or criticism.
Two negatives in different clauses do not cancel
When one negative belongs to a reporting, belief, or matrix clause and the other belongs inside its complement, they deny different propositions.
Saya tidak mengatakan bahwa Rudi tidak hadir.
I did not say that Rudi was absent.
Kami tidak yakin bahwa perubahan itu tidak berbahaya.
We are not sure that the change is harmless.
Direktur tidak membantah bahwa laporan itu belum lengkap.
The director did not deny that the report was not yet complete. (formal)
Saya tidak ingat apakah dia tidak masuk kerja pada hari Senin.
I do not remember whether he/she was absent from work on Monday.
The first sentence does not assert that Rudi attended; it only denies that the speaker made one particular statement. The second does not straightforwardly mean “we are sure it is dangerous.” Uncertainty and embedded negation remain.
Quantifiers create partial cancellation
Negation interacting with semua or setiap can yield a partial reading rather than a full positive.
Tidak semua peserta tidak setuju dengan perubahan itu.
Not all participants disagree with that change.
Tidak setiap kamar tidak memiliki jendela.
It is not the case that every room lacks a window. (formal/logic-focused)
The first allows some participants to agree but does not say that everyone agrees. The second says at least one room has a window; it does not describe every room. These sentences are grammatically possible but cognitively demanding. Clear prose often rewrites them positively.
Sebagian peserta setuju dengan perubahan itu.
Some participants agree with that change.
Setidaknya satu kamar memiliki jendela.
At least one room has a window.
Direct repeated tidak in conversation
Speakers can repeat tidak with a pause or strong contrast: tidak—tidak setuju “not [that I] disagree.” In unpunctuated formal prose, however, tidak tidak is hard to parse. Bukan tidak or an explicit clause is clearer.
Saya tidak—maksud saya, bukan tidak setuju—tetapi ingin membaca datanya dulu.
I don't—I mean, it's not that I disagree—but I want to read the data first. (careful spoken self-correction)
Saya tidak menolak usul itu, tetapi belum siap menyetujuinya.
I do not reject the proposal, but I am not ready to approve it yet. (formal clarification)
Prosody creates the self-correction in speech. Punctuation must represent it in writing; without either cue, readers may assume a typo.

1. Declaring every pair of negatives ungrammatical
