Belum means not yet: an event or state has not become true by the relevant time, while a later realization remains expected, relevant, or at least open. That temporal perspective can outweigh predicate category. Indonesian uses belum not only with verbs and adjectives, but also with future roles and existence: belum datang, belum siap, belum menjadi guru, belum ada.
Choose by intended later alternative
The best diagnostic is not simply βverb, adjective, or noun?β Ask whether the speaker is located before a meaningful change.

Nadia belum menjadi guru; dia masih menjalani pelatihan.
Nadia is not a teacher yet; she is still in training.

There has been no answer from the finance department yet as of this afternoon.
Belum suggests a live boundary, but it does not promise that the change will occur. Belum ada investor leaves investment possible; it does not guarantee that an investor will appear.
Belum with verbal predicates
Place belum before the complete verbal predicate. The verb keeps its normal voice and derivational morphology.
Kereta malam belum tiba di peron tiga.
The night train has not arrived at platform three yet.
Saya belum membaca lampiran terakhir kontrak itu.
I have not read the final appendix to that contract yet.
Pesanan kami belum dikirim oleh toko.
Our order has not yet been shipped by the shop.
Masalah tersebut belum dapat diselesaikan secara permanen.
That problem cannot yet be resolved permanently. (formal)
In belum dikirim, belum remains separate while passive di- stays attached to kirim. Indonesian does not add an equivalent of English have or a participle ending.
Compare tidak datang and belum datang:
Bima biasanya tidak datang ke latihan pada hari Rabu.
Bima does not usually come to practice on Wednesdays.
Bima belum datang ke latihan malam ini.
Bima has not arrived at practice yet tonight.
The first reports a schedule or nonattendance. The second presents tonight's arrival as still pending.
Belum with adjective and state predicates
Adjectives readily take belum when they describe an endpoint that has not been reached. This is different from simply denying the property with tidak.
Nasinya belum matang; tunggu sekitar lima menit lagi.
The rice is not cooked yet; wait about five more minutes.
Angka terakhir belum jelas karena datanya sedang diperiksa.
The final figure is not clear yet because the data is being checked.
Saya belum yakin akan memilih jadwal pagi.
I am not yet sure that I will choose the morning schedule.
Jalan baru itu belum aman untuk kendaraan berat.
The new road is not yet safe for heavy vehicles.
Compare state denial and unfinished change:
Sup ini tidak panas.
This soup is not hot.
Sup ini belum panas; kompornya baru dinyalakan.
This soup is not hot yet; the stove has just been turned on.
The first describes temperature. The second locates the soup before the expected heating endpoint. The full adjective contrast is developed on negating adjectives.
Nominal roles: belum menjadi, not plain belum + noun
For a future role or category, standard Indonesian commonly uses belum menjadi + noun: the subject has not yet entered that role. Plain bukan + noun instead rejects current identity without necessarily presenting a path toward it.
Rafi belum menjadi anggota tetap karena masa percobaannya belum selesai.
Rafi is not yet a permanent member because his probation has not finished.
Gedung itu belum menjadi museum; renovasinya baru dimulai.
That building is not a museum yet; its renovation has only just begun.
Anak mereka belum menjadi warga negara Indonesia.
Their child is not yet an Indonesian citizen.
Now compare identity rejection:
Rafi bukan anggota panitia acara ini.
Rafi is not a member of this event's committee.
Bangunan di seberang itu bukan museum.
The building across the road is not a museum.
The noun guru does not automatically force bukan. If the claim is βnot the teacher / not a teacher,β choose bukan guru. If the claim is βhas not become a teacher yet,β choose belum menjadi guru. Temporal construal outranks a simple word-class shortcut.
Belum ada: expected existence or availability
Belum ada + noun says that something does not exist, is not present, or is not available yet, while later appearance remains relevant.
Belum ada kursi tambahan di ruang tunggu.
There are no additional chairs in the waiting room yet.
Sampai sekarang belum ada jadwal pengganti dari panitia.
So far there is no replacement schedule from the committee.
Di desa itu belum ada layanan internet yang stabil.
There is no stable internet service in that village yet.
Tidak ada is the ordinary expression of absence or nonexistence without the same open-boundary perspective.
Di dalam kotak ini tidak ada baterai.
There are no batteries in this box.
Di loket belum ada petugas; mungkin mereka sedang istirahat.
There is no officer at the counter yet; perhaps they are on a break.
The second sentence invites waiting or later rechecking; the first merely reports contents.
Standalone Belum as an answer
When a question supplies the expected event or state, Belum can be a complete answer. It is especially common after sudah questions.
Sudah sarapan? Belum, saya baru membuat kopi.
Have you had breakfast? Not yet; I have only just made coffee.
Laporannya sudah siap? Belum.
Is the report ready? Not yet.
Sudah ada kabar dari rumah sakit? Belum, kami masih menunggu.
Has there been any news from the hospital? Not yet; we are still waiting.
Use standard sentence punctuation: capitalized Belum at the start of the answer and a period or comma appropriate to what follows. Tidak would remove the not-yet implication; Bukan would correct an identity.

Expected change is contextual, not guaranteed
Speakers can use belum when a change is merely relevant, socially expected, or under discussion. The word does not assert confidence that it will happen.
Usulan itu belum disetujui, dan mungkin akan ditolak.
The proposal has not been approved yet and may be rejected.
Daerah tersebut belum pulih sepenuhnya setelah banjir.
The area has not fully recovered yet after the flood.
Kami belum menemukan penyebabnya, tetapi penyelidikan terus berjalan.
We have not found the cause yet, but the investigation is continuing.
In all three, the later positive state is open but uncertain. This honesty matters: do not paraphrase belum as a promise.

Attaching belum to a passive verb

Answering a pending sudah question with tidak
