At C2 level, the problem is rarely whether Hungarian can compress a clause. The problem is deciding whether a particular nominalization or participial modifier preserves the intended agent, time relation, focus, and register. The full morphology appears on the forms page, while the usage page develops its discourse functions. This page concentrates on boundaries where two grammatical versions do different work.
The governing principle is simple: finite clauses assert and differentiate; compressed phrases classify and background. It is a tendency, not a mechanical law, but it predicts why an elegant-looking noun stack can be less effective than an ordinary hogy, amikor, or relative clause.
Finite clause or event noun?
An -ás/-és noun treats an event as an entity. A finite clause presents the event as a proposition and can overtly encode person, tense, mood, and polarity.

The director announced that customer service would be reorganized.

The first version makes the reported action available as a clause; context can identify the reorganizers, and the verb can later be negated or assigned a time. The second presents átszervezés as an institutional object. It is concise and natural in formal reporting, but it suppresses the acting subject.
Add uncertainty and the difference grows:
Még nem biztos, hogy a vezetőség júniusban bezárja a vidéki irodát.
It is not yet certain that management will close the regional office in June.
A vidéki iroda júniusi bezárásának lehetőségét még vizsgálja a vezetőség.
Management is still considering the possibility of closing the regional office in June. (formal)
The nominal version is possible, but its nested possessive structure belongs primarily to administrative prose. In conversation it can sound like a document being read aloud.
Participial modifier or relative clause?
A participle integrates information tightly into a noun phrase. A finite relative clause creates a clearer clause boundary and can carry its own finite mood and information structure.
A pályázatot tegnap benyújtó vállalkozás hiánypótlási felszólítást kapott.
The company that submitted the application yesterday was asked to supply missing information.
Az a vállalkozás, amely tegnap nyújtotta be a pályázatot, hiánypótlási felszólítást kapott.

The participial version is compact and neutral in writing. The finite version readily supports identificational focus: tegnap nyújtotta be can contrast yesterday with another day, and az a vállalkozás makes the referent easier to track in speech.
Participles become less attractive when the embedded event needs negation or modality:
Azok az ügyfelek, akik nem tudták időben feltölteni a mellékletet, új határidőt kaptak.
Clients who were unable to upload the attachment on time received a new deadline.
An attempted prenominal equivalent would have to carry both negation and ability inside an already long modifier. It is theoretically compressible only through a substantial restructuring, not by substituting a participle for tudták. The relative clause is the natural contemporary choice.
Agent or patient in the possessor slot?
Event nouns inherit semantic participants, but Hungarian possessive form does not label those participants “agent” and “patient.” The base verb and context do the interpretive work.

With intransitive érkezik, a diákok can only be the arriving participant. With transitive értesít, the same surface shape most naturally makes them the people notified. Yet a szakértők bírálata can mean “the experts' criticism” or “criticism of the experts.” This is real structural ambiguity, not a failure of the reader.
Disambiguate by lexical choice or finite syntax:
A szakértők által megfogalmazott bírálat konkrét módszertani hibákra mutatott rá.
The criticism formulated by the experts identified specific methodological flaws.
A szakértőket érő bírálat elsősorban a hiányos tájékoztatásra vonatkozott.
The criticism directed at the experts mainly concerned inadequate communication.
Által megfogalmazott identifies an agent in a formal but transparent way; érő makes the experts the target. Repeating the bare ambiguous nominalization would be poor editing.
-ó/-ő, -t/-tt, or -andó/-endő?
The three participles do not map mechanically onto English -ing, -ed, and to be. Their interpretation depends on aspect and the head noun's role in the event.

The analyst preparing the report is unavailable today.

In the first, the head is the active preparer and the process is ongoing or characteristic. In the second, the head is the completed product. In the third, the head is the prospective patient and the form often implies obligation. English “the report being prepared” might correspond to a készülő jelentés, not to a word-for-word passive construction.
Past participles also interact with verbal aspect. Írt levél is possible in limited contrasts, but ordinary “the letter that has been written” is a megírt levél: the prefix presents the writing as bounded and complete. Lexical and aspectual knowledge therefore matters alongside suffix choice.
Attachment: grammatical does not mean transparent
Hungarian prenominal modifiers can become structurally deep because they precede not only the head but also later possessive relations.

Both sentences are well formed. Prosody can assist listeners, but punctuation does not normally separate a restrictive prenominal participial modifier from its head. When semantic plausibility fails to identify the attachment, recast it:

Information structure and register
Compression changes which material can readily occupy Hungarian topic and focus positions. Compare a nominalized object with a finite hogy clause:

Két képviselő azt kérte, hogy A JÖVŐ HÉTIG halasszák el a döntést.
Two representatives requested that the decision be postponed UNTIL NEXT WEEK.
The first focuses the requesters while keeping postponement as a compact object. The second lets an element inside the requested proposition receive focus. Capitals merely represent emphatic spoken focus here. A nominalization does not make internal contrasts impossible, but it makes them heavier and less available to ordinary clause-level word order.
Academic and legal texts tolerate more compression because readers expect stable terminology and can revisit the sentence. Speeches, interviews, and instructions benefit from finite clauses because listeners process them only once. Formal is therefore not synonymous with “more nominalizations.” Skilled formal prose varies its structure.
Decision tree
- Must person, tense, mood, or polarity be explicit inside the event? Use a finite hogy, temporal, or relative clause.
- Is the event an established entity to be discussed, scheduled, measured, or governed by a postposition? Use an -ás/-és noun or an established lexical noun.
- Does a short description merely identify a noun? Use -ó/-ő for an active/ongoing relation, -t/-tt for a completed/result relation, or formal -andó/-endő for prospective necessity.
- Are both agent and patient overt? If the register supports it, mark the agent with általi; otherwise use a finite clause.
- Could a modifier attach to two different nouns? Reorder, lexicalize the intended head, or use a relative clause.
- Has the phrase accumulated two or more possessive/case layers? Read it aloud. If its hierarchy is not immediate, split it.
