Geography as discourse organization
The bulletin first describes the east, then contrasts the west with naman, narrows to mountainous areas and the coast, and finally returns to some eastern towns. Those locative phrases are not interchangeable extras. Moving one can change whether it scopes over rain, wind, or advice.
English often begins βThere will be rain in the east.β Filipino can instead select the weather phenomenon with inaasahan ang ... pag-ulan, select places as experiencers with makararanas ... ang mga bayan, or use an existential may pag-ulan. Each packages the same forecast differently.

Calibrated prediction versus categorical claim

Phenomenon-centered versus place-centered forecast

The first is impersonal patient voice; the second is actor voice with the towns as grammatical pivot. Neither is simply an English passive/active conversion.
Warning with and without a temporary limit
Huwag munang pumalaot ang maliliit na bangka.

Time, aspect, and forecast reference
Forms such as makararanas, hihina, mananatili, babantayan, and ilalabas are contemplated forms. They are interpreted as future because the bulletin establishes Tuesday, afternoon, evening, and the next update. Filipino does not add one invariant βfuture tenseβ ending.
The bulletin also distinguishes boundaries and duration. Pagkalipas ng alas-tres sets a point after which stronger rain becomes possible. Mula tanghali hanggang hapon defines a span. Habang mataas ang mga alon makes the advisory last as long as the high-wave condition.
