Kailan asks at what time, day, period, or occasion an event or state occurs. It normally stands first and does not trigger English-style auxiliary inversion. The clause still displays Filipino aspect, voice, participant markers, and early pronoun placement.
Use kailan for temporal location. Exact clock time, duration, and frequency have more specific question expressions, so English when and how long must not be collapsed into one form.

The contemplated magsisimula and the ang-marked pivot remain unchanged. Only the known time phrase is replaced by kailan.
Aspect tells you what kind of event is being timed
Kailan itself does not mean past, present, or future. Verb aspect and context locate the event.
Kailan dumating ang huling padala mula Palawan?
When did the last shipment from Palawan arrive? (completed event)
Kailan dumarating ang trak na kumukuha ng basura?
When does the truck that collects the garbage arrive? (habitual schedule)
Kailan darating ang kapalit na bahagi ng makina?
When will the replacement machine part arrive? (contemplated event)
The roots and participants remain comparable, but dumating, dumarating, darating present completed, incompleted/habitual, and contemplated contours. Calling these simply past, present, and future hides the aspect system and fails in less straightforward contexts.
Pronouns and full noun phrases
An ang-form pronoun normally follows kailan in the early cluster. A full pivot noun phrase commonly remains after the predicate.
Kailan ka makakabalik sa tanggapan para kunin ang iyong kard?
When will you be able to return to the office to collect your card?
Kailan makakabalik sa tanggapan si Bb. Santos?
When will Ms. Santos be able to return to the office?
The root-copy form makababalik is also accepted, especially in careful or (formal) usage. Prefix-copy makakabalik, used here, is widespread in contemporary speech and ordinary writing.
Patient voice keeps a non-pivot actor in the ng series:
Kailan mo ipinadala ang liham sa tanggapan ng pananalapi?
When did you send the letter to the finance office?
Mo appears because ang liham is the patient pivot of ipinadala. English you does not reveal that role. The temporal question does not suspend the usual voice-marking system.
Natural time answers
Answers may be adverbs with no marker—bukas, kahapon, mamaya, ngayon—or phrases marked by sa, noong, and other temporal expressions.
—Kailan kayo aalis papuntang Batanes? —Bukas ng madaling-araw, kung maayos ang panahon.
—When are you leaving for Batanes? —Tomorrow before dawn, if the weather is good.
Kailan ginaganap ang pistang ito—tuwing Mayo ba o tuwing Hunyo?
When is this festival held—every May or every June?
Use sa with many scheduled days or dates: sa Martes, sa ika-anim ng Hunyo. Use noong for a definite past time: noong Lunes. Bare bukas and kahapon do not take sa in their ordinary temporal use.
Kailan versus anong oras, duration, and frequency
Kailan can receive a clock-time answer, but anong oras requests that level of precision directly.

For duration, ask gaano katagal, not kailan.
Gaano katagal kayong naghintay sa pantalan? —Halos tatlong oras.
How long did you wait at the port? —Almost three hours.
For frequency, gaano kadalas asks how often, while a habitual kailan question asks on which occasions or schedule points something occurs. The distinction is semantic, not a matter of formality.
Negation, particles, and intonation
Negation remains inside the clause:
Kailan hindi puwedeng gamitin ang bulwagan dahil sa pagsusulit?
When may the hall not be used because of the examination?
The particle ba is unnecessary in a neutral content question. Kailan ba...? is common (informal-neutral) when asking for clarification, showing impatience, or bringing the schedule back into focus.
Kailan ba talaga darating ang magkukumpuni ng bubong?
When exactly is the person repairing the roof going to arrive? (conversational insistence)
Neutral information questions usually have falling final intonation. A sharply rising Kailan? can be an echo question—“When did you say?”—or can express surprise.

The patient-voice form matatapos foregrounds the repair’s endpoint, while respectful/plural ninyo identifies the actor. The answer supplies only the time phrase because the rest is recoverable.

Unnatural as a neutral information question — use enclitic ka after kailan.
