Filipino and English in Education

Filipino and English both have major roles in Philippine education, but their roles are not captured by saying that students simply “study in two languages.” A language can be a subject, the medium used to explain content, the language of a textbook or assessment, a bridge to another language, or the administrative language of an institution. Regional and home languages remain part of actual classroom interaction as well.

Policies differ by educational level and institution and can change. Learners should therefore understand the grammatical language of classroom choices rather than assume that one language is always assigned to one subject throughout the country.

These roles can overlap in one lesson. A science source may be in English, the teacher may explain its central idea in Filipino, students may compare a regional-language term, and an assessment may specify one response language.

Subject and medium are different categories

The phrase asignaturang Filipino names a course or subject. Filipino bilang wikang panturo describes using Filipino to teach some other content. English has the same possible roles.

Filipino ang asignatura namin sa unang oras.

Filipino is our subject in the first period. (neutral)

Filipino ang wikang panturo sa talakayang ito tungkol sa kasaysayan.

Filipino is the medium of instruction in this history discussion. (academic)

Nasa Ingles ang sanggunian, pero nasa Filipino ang mga tanong sa gawain.

The reference material is in English, but the activity questions are in Filipino. (academic)

The first two clauses have nominal predicates and need no equivalent of English is. In the third, nasa Ingles/Filipino describes the language in which a text appears. None of these sentences by itself tells us what language students use at home.

Whenever someone says a school “uses” a language, ask: as a subject, medium, source, assessment language, bridge, or administrative language? The grammatical expression becomes clearer once the role is named.

The current early-grade policy is multilingual, not monolithic

Under the national basic-education policy effective from school year 2025–2026, Filipino and English serve as the primary media of instruction from Kindergarten through Grade 3, while regional languages can serve as auxiliary or bridging languages. The policy expressly includes Filipino Sign Language for deaf and hard-of-hearing learners. Mother-tongue-based instruction remains possible in qualified monolingual classes that meet specified requirements. Implementation therefore depends on the class's language profile, materials, teachers, and school planning.

This policy description should not be projected backward onto every graduate's experience. Earlier cohorts studied under different arrangements, and private, local, specialized, and higher-education institutions can have additional policies.

Filipino at Ingles ang pangunahing wikang panturo, ngunit gagamitin din ang unang wika ng mga bata bilang tulay sa pag-unawa.

Filipino and English are the primary media of instruction, but the children's first language will also be used as a bridge to understanding. (formal policy explanation)

The patient-voice gagamitin makes ang unang wika the pivot. The clause says that a first language has an instructional function; it does not call that language a deficient version of Filipino or English.

Anong wika ang mas naiintindihan ng mga mag-aaral sa seksiyong ito?

Which language do the students in this section understand better? (planning question)

Language mapping begins with the actual learners, not an assumption that every child in a province has the same first language.

Classroom language choice is interactional

Teachers and students shift language to define a term, check comprehension, invite participation, or meet an assessment requirement. Compare two settings:

Sa Filipino natin susuriin ang talinghaga at tinig ng persona sa tula.

We will analyze the metaphor and the persona's voice in Filipino. (Filipino/literature class; inclusive academic instruction)

Sa Ingles nakasulat ang pormula, pero ipaliwanag muna natin sa Filipino kung paano ito ginagamit.

The formula is written in English, but let us first explain in Filipino how it is used. (bilingual science instruction)

Inclusive natin presents analysis as shared classroom work. Sa Filipino marks the language of the activity, while the demonstrative ito refers to the inanimate formula.

Puwede po bang ipaliwanag ninyo sa Filipino ang pagkakaiba ng dalawang konsepto?

Could you explain the difference between the two concepts in Filipino? (respectful student request)

Hindi ko pa lubos na nauunawaan ang termino. May halimbawa po ba sa pang-araw-araw na buhay?

I still do not fully understand the term. Is there an example from everyday life? (respectful academic question)

Respectful ninyo and po manage the student–teacher relationship. Hindi ko pa uses the natural particle-and-pronoun cluster; English I don't yet order is not copied.

Code-switching can scaffold, but it needs a purpose

A teacher may retain an English technical term used in the textbook, then explain it in Filipino. Students may use their first language to compare concepts before producing the required response. This can be pedagogically strategic, not proof that they lack both languages.

Ang tawag sa prosesong ito sa aklat ay peer review; sa Filipino, sinusuri ng mga kapantay ang gawa bago ito isumite.

The book calls this process peer review; in Filipino, peers examine the work before it is submitted. (academic, bilingual definition)

The English label is explicitly introduced and then explained in a complete Filipino clause. This differs from inserting English words without checking whether the audience understands them.

Pag-usapan muna ninyo sa wikang pinakakomportable kayong gamitin, saka buuin sa Filipino ang sagot ng pangkat.

Discuss it first in the language you are most comfortable with, then formulate the group's answer in Filipino. (multilingual classroom instruction)

The instruction separates exploratory discussion from the final response. It also uses respectful/plural ninyo/kayo consistently.

Code choice should serve a stated learning goal: access, comparison, precise terminology, participation, or production practice. Switching without a goal can leave students guessing which language and register the assessment actually requires.

Academic Filipino and academic English are learned repertoires

Everyday fluency does not automatically provide the vocabulary and sentence patterns needed to argue from evidence, define a concept, or synthesize sources. Students develop academic Filipino and academic English through guided reading, discussion, and writing. One should not be treated as merely a translation exercise for the other.

Batay sa dalawang sanggunian, magkaiba ang paliwanag sa sanhi ng pagbabago.

Based on the two sources, the explanations for the cause of the change differ. (academic Filipino)

Aling sanggunian ang mas matibay ang ebidensiya, at bakit?

Which source has stronger evidence, and why? (academic question)

Predicate-first magkaiba and interrogative alin organize claims in Filipino rather than calquing English SVO. The academic Filipino page develops evidence, terminology, and source stance further.

Higher education and institutional diversity

Universities and colleges vary by discipline, instructor, publication venue, and institutional policy. A lecture may be delivered in Filipino, English, or a planned mixture; a reading list may be largely English; a thesis program may permit more than one language. The reliable learner behavior is to ask explicitly.

Saang wika po maaaring isulat ang pinal na papel? — Maaaring Filipino o Ingles, basta pare-pareho ang gamit ng mga terminong teknikal.

In which language may the final paper be written? — It may be in Filipino or English, provided the technical terminology is used consistently. (formal academic exchange)

Maaari expresses permission, not obligation. Basta introduces the controlling condition. A syllabus or instructor may impose a different requirement, so language choice cannot be inferred from the course title alone.

Common Mistakes

Treating the language of writing as an unmarked object

❌ Nagsusulat ako Filipino sa klase.

Incorrect for 'I write in Filipino'—the language or medium requires a sa phrase here.

✅ Nagsusulat ako sa wikang Filipino kapag nasa klase.

I write in Filipino when I am in class.

Marking the learner as the thing explained

❌ Ipaliwanag mo ako ng konseptong ito.

Incorrect — ako becomes the entity to be explained; the recipient requires sa akin.

✅ Ipaliwanag mo sa akin ang konseptong ito.

Explain this concept to me.

Copying English placement of pa

❌ Hindi ako pa handang sumagot sa Ingles.

Incorrect — pa belongs in the early enclitic cluster.

✅ Hindi pa ako handang sumagot sa Ingles.

I am not yet ready to answer in English.

Excluding students from shared classroom work

❌ Susuriin namin ang kuwento ngayon; kayo ang magbibigay ng mga halimbawa.

Incorrect for the intended joint activity — namin excludes the students from the analysis.

✅ Susuriin natin ang kuwento ngayon; kayo ang magbibigay ng mga halimbawa.

We will analyze the story today; you will provide the examples. (The teacher includes the students.)

Omitting a hyphen before a visibly English base

❌ Magresearch kayo tungkol sa kasaysayan ng inyong bayan.

Incorrect in standard spelling — the affix and visibly English base require a hyphen.

✅ Mag-research kayo tungkol sa kasaysayan ng inyong bayan.

Research the history of your town. (code-switched classroom instruction)
