Diagnostic 1: identify the document and its parties
Titles and headings often contain dense iḍāfa chains. Start from the final head relationship rather than translating every noun in order.

Diagnostic 2: find the operator before the details
Administrative obligations cluster around operators such as يجب، يتعين، يلتزم، يحظر، لا يجوز، يشترط، في حالة. Locate that operator, its subject, and the required or prohibited action before translating conditions.
مكتوب إن المستأجر يلتزم بسداد الإيجار أول كل شهر.
maktūb inn il-mustaʾgir yiltazim bisadād il-ʾīgār awwil koll shahr.

Formal لا يجوز expresses prohibition or lack of legal permission, not merely prediction. In Egyptian, an accurate first paraphrase is often مينفعش or مش مسموح, but the document may define a narrower legal consequence than either everyday phrase conveys.
Diagnostic 3: bracket conditions, deadlines, and exceptions
Mark phrases introduced by إذا، في حالة، بشرط، ما لم، خلال، اعتبارا من، في موعد أقصاه. A deadline can start from signing, notification, receipt, or publication; those are not interchangeable.
المهلة بتبدأ من تاريخ استلام الإخطار، مش من تاريخ كتابته.
il-mohla bitibdaʾ min tārīkh istilām il-ʾikhṭār, mish min tārīkh kitābitu.
The time limit starts from the date the notice is received, not the date it is written. (Egyptian explanation)

The passive hides the actor because the document assumes an eligible filer defined elsewhere. The ما لم clause limits the apparent rule. Never discard an exception as decorative formal language.
Diagnostic 4: resolve references before paraphrasing
Administrative prose uses attached pronouns and phrases such as المذكور، المشار إليه، سالف الذكر، الجهة المختصة to point backward. Trace each reference to a noun, section, or institution.

The Egyptian paraphrase makes the addressee audible. The formal version uses a maṣdar and an impersonal request, but the documentary obligation must be checked against its issuing context.

1. Translating the title as if it were the final document
