“Nominal style” in Modern Standard Arabic can refer to two related but different choices. A nominal sentence begins from a topic and predicates something about it, as in النتيجة واضحة “the result is clear.” Nominalization turns an event into a noun phrase, as in تحليل النتائج “analysis of the results.” Both can stabilize a topic and increase information density; neither is automatically more formal or more Arabic than a finite verbal clause.
The practical contrast is about what a sentence foregrounds. Verbs readily show event, tense, aspect, polarity, and participants. Nouns package a process as a thing that can be classified, compared, or referred to again. Strong contemporary prose moves between the two according to agency, stance, and the reader's need to recover time and relationships (formal/academic).
Keep three structures distinct
Compare the grammatical jobs of the following patterns:

The nominalization in the third example is not a complete sentence by itself; it becomes the subject of أدى. Choose the form that matches the information center
The same proposition can be arranged around an event or around an abstract relation:
ارتفعت الكلفة لأن أسعار النقل زادت.
irtafaʿati l-kulfatu li-ʾanna ʾasʿāra n-naqli zādat.
Costs rose because transport prices increased. (verbal, chronological explanation)
يرجع ارتفاع الكلفة إلى زيادة أسعار النقل.
yarjiʿu rtifāʿu l-kulfati ʾilā ziyādati ʾasʿāri n-naql.
The rise in costs is attributable to the increase in transport prices. (nominal, analytical explanation)
The verbal version stages two changes and connects them with لأن. The nominal version treats both changes as concepts and classifies their relation through يرجع... إلى. A news lead or oral briefing may prefer the first; a section comparing several causal factors may prefer the second. The difference is organization, not truth conditions.
Verbs expose time, polarity, and agency
A verbal noun does not itself carry tense or mood. مراجعة اللجنة للقرار can refer to a past review, a current process, a planned review, or the activity in general. The surrounding verb, date, or modifier must supply the time.
مراجعة اللجنة للقرار ضرورية قبل نشره.
murājaʿatu l-lajnati li-l-qarāri ḍarūriyyatun qabla nashrih.
The committee's review of the decision is necessary before it is published. (the review is required, not yet located in time)
راجعت اللجنة القرار أمس، لكنها لم تنشره بعد.
rājaʿati l-lajnatu l-qarāra ʾams, lākinnahā lam tanshurhu baʿd.
The committee reviewed the decision yesterday but has not published it yet. (past action and present relevance explicit)
The finite verbs distinguish completed review from noncompleted publication and name the committee as agent. Turning both into مراجعة القرار وعدم نشره compresses the information but forces the reader to recover chronology from context.
Agency inside a nominalization must be grammatically and semantically recoverable. مراجعة القرار can mean “reviewing the decision” without naming a reviewer. مراجعة اللجنة للقرار identifies the committee as reviewer; مراجعة قرار اللجنة instead most naturally means “reviewing the committee's decision.” English the committee decision review leaves these relations to position; Arabic chooses an iḍāfa and often لـ to keep them distinct.
أثارت مراجعة الهيئة لتقرير الشركة أسئلة جديدة.
ʾathārat murājaʿatu l-hayʾati li-taqrīri sh-sharikati ʾasʾilatan jadīda(h).
The authority's review of the company's report raised new questions. (reviewer and object both explicit)
Nominal style creates continuity and density
Once an event has been established, a nominalization can carry it forward without repeating an entire clause. This is especially effective in analytical and administrative prose.
خفض البنك سعر الفائدة أمس. وجاء هذا الخفض بعد تباطؤ التضخم ثلاثة أشهر متتالية.
khaffaḍa l-banku siʿra l-fāʾidati ʾams. wa-jāʾa hādhā l-khafḍu baʿda tabāṭuʾi t-taḍakhkhumi thalāthata ʾashhurin mutatāliya(h).
The bank cut the interest rate yesterday. This cut followed three consecutive months of slowing inflation. (verb introduces; noun maintains the topic)
The first sentence establishes the event with actor and time. هذا الخفض then turns that event into a stable topic. Repeating خفض البنك سعر الفائدة would be heavier; beginning with خفض سعر الفائدة before the actor and date are known would be less informative.
Density becomes a problem when several nominalizations form one chain and each carries hidden participants:
أدى تأخر استكمال تنفيذ مراجعة إجراءات توزيع الموارد إلى تعطيل إصدار التقرير.
ʾaddā taʾakhkhuru stikmāli tanfīdhi murājaʿati ʾijrāʾāti tawzīʿi l-mawāridi ʾilā taʿṭīli ʾiṣdāri t-taqrīr.
The delay in completing the implementation of the review of resource-distribution procedures impeded issuance of the report. (grammatical but excessively nested)
تأخر الفريق في مراجعة طريقة توزيع الموارد، لذلك لم تصدر الإدارة التقرير في موعده.
taʾakhkhara l-farīqu fī murājaʿati ṭarīqati tawzīʿi l-mawārid, li-dhālika lam tuṣdiri l-ʾidāratu t-taqrīra fī mawʿidih.
The team was late reviewing how resources were distributed, so the administration did not issue the report on time. (agents and consequence restored)
The revision keeps two useful nominalizations, مراجعة and توزيع, while finite verbs expose who was late and who failed to issue the report. Clear style is not a ban on abstract nouns; it is controlled alternation.
Nominal sentences express stance without an empty copula
Present nominal sentences are well suited to definitions, evaluations, and topic–comment organization. English requires is; Arabic normally does not insert يكون for a simple current equation.
الفرق بين النموذجين جوهري، لكن البيانات المتاحة غير كافية لاختيار أحدهما.
al-farqu bayna n-namūdhajayni jawhariyyun, lākinna l-bayānāti l-mutāḥata ghayru kāfiyatin li-khtiyāri ʾaḥadihimā.
The difference between the two models is fundamental, but the available data are insufficient to choose one. (academic evaluation in nominal clauses)
يكون becomes meaningful when the state is located in the future, presented as habitual under a condition, or embedded after a particle that governs it.
يكون الفرق واضحا عندما نطبق النموذجين على عينة أكبر.
yakūnu l-farqu wāḍiḥan ʿindamā nuṭabbiqu n-namūdhajayni ʿalā ʿayyinatin ʾakbar.
The difference becomes/is clear when we apply the two models to a larger sample. (conditional or recurring frame; yakūnu contributes meaning)
This is not a stylistic prohibition against كان وأخواتها. It is a reminder that their tense, aspect, negation, or modal contribution must be real.
A short mixed-style genre model
شهد الربع الأول انخفاضا في عدد الطلبات، ثم استقر المعدل في أبريل. ويعكس هذا الاستقرار تحسن نظام الحجز، لكنه لا يثبت زوال المشكلة. فالانتظار في الفروع الريفية ما زال أطول من المتوسط، ولذلك توصي الدراسة بزيادة عدد الموظفين هناك.
shahida r-rubʿu l-ʾawwalu nkhifāḍan fī ʿadadi ṭ-ṭalabāt, thumma staqarra l-muʿaddalu fī ʾabrīl. wa-yaʿkisu hādhā l-istiqrāru taḥassuna niẓāmi l-ḥajz, lākinnahu lā yuthbitu zawāla l-mushkila(h). fa-l-intiẓāru fī l-furūʿi r-rīfiyyati mā zāla ʾaṭwala mina l-mutawassiṭ, wa-li-dhālika tūṣī d-dirāsatu bi-ziyādati ʿadadi l-muwaẓẓafīna hunāk.
The first quarter saw a decline in the number of applications, after which the rate stabilized in April. This stability reflects an improvement in the booking system, but it does not prove that the problem has disappeared. Waiting times in rural branches remain above average, so the study recommends increasing staff there. (mixed academic model)
The paragraph uses verbs to stage change, هذا الاستقرار to maintain the new topic, a nominal subject to evaluate the remaining problem, and a final active verb to assign the recommendation to the study. Its density rises and falls with the argumentative work.
An editing decision
إن تحقيق عملية تحسين مستوى جودة الخدمة يتطلب القيام بإجراء إعادة تنظيم لآلية توزيع مهام الموظفين.
ʾinna taḥqīqa ʿamaliyyati taḥsīni mustawā jawdati l-khidmati yataṭallabu l-qiyāma bi-ʾijrāʾi ʾiʿādati tanẓīmin li-ʾāliyyati tawzīʿi mahāmmi l-muwaẓẓafīn.
Achieving a process of improving the level of service quality requires undertaking a reorganization of the mechanism for distributing employee tasks. (overnominalized draft)

li-taḥsīni jawdati l-khidma(h), yajibu ʾan nuʿīda tawzīʿa l-mahāmmi bayna l-muwaẓẓafīn.
To improve service quality, we must redistribute tasks among the employees. (clear revision with purpose and obligation)
The revision retains تحسين and توزيع because they efficiently name purpose and object. It removes عملية، مستوى، القيام بإجراء، آلية because none contributes a distinct process, measurement, actor, or constraint.
Common Mistakes
Treating an unlabeled dialect structure as neutral written MSA
المشكلة لسه موجودة والحل ما نفعش.
il-mushkila lissa mawjūda wi-l-ḥall ma nifiʿsh.
The problem still exists and the solution did not work. (Egyptian Arabic; valid regional speech, not unmarked formal prose)
المشكلة ما زالت قائمة، ولم يحقق الحل النتيجة المطلوبة.
al-mushkilatu mā zālat qāʾima(h), wa-lam yuḥaqqiqi l-ḥallu n-natījata l-maṭlūba(h).
The problem remains, and the solution did not achieve the required result. (formal MSA)
Mistaking archaism for analytical weight
وإنه لمن نافلة القول الإبانة عن عظيم أثر هذا التبدل.
wa-ʾinnahu la-min nāfilati l-qawli l-ʾibānatu ʿan ʿaẓīmi ʾathari hādhā t-tabaddul.
It is superfluous to state the great effect of this change. (valid elevated/literary phrasing, opaque in a contemporary analytical report)

A process of carrying out a redistribution of resources and conducting follow-up of the results was implemented. (grammatical bureaucratic overload)
