The concrete meaning of وضع is “put” or “place,” but formal contemporary Arabic uses the same verb with abstract objects to mean “draw up,” “devise,” “establish,” or “set.” A committee يضع خطة “draws up a plan,” a regulator يضع معايير “sets standards,” and a manager يضع نظاما “establishes a system.” The English verb changes; the Arabic head verb remains stable.
That stability does not make وضع a universal translation of English put, make, or set. Its naturalness depends on a recurring verb–object partnership. Fluency therefore comes from learning the frame together with its usual object and any following preposition, not from learning one more isolated meaning of وضع.
The principal parts are وَضَعَ — يَضَعُ — وَضْعًا (Form I, root و-ض-ع). It is an initial-weak verb: the initial و appears in the perfect وضع but drops from the imperfect stem يضع.
The productive direct-object frame
In its central abstract use, وضع is transitive:
وضع + direct object + optional purpose, beneficiary, or domain
The direct object is accusative when case endings are pronounced. A following phrase normally belongs to the noun or explains its purpose; it is not an English preposition mechanically carried over.

Here خطة is the thing devised, so it follows وضع directly. لتدريب الموظفين states what the plan is for. English says a plan for training; Arabic uses لـ before the verbal noun.

waḍaʿati l-wizāratu maʿāyīra wāḍiḥatan litaqyīmi l-madāris
The ministry set clear standards for evaluating schools. (formal/institutional)
The feminine subject الوزارة controls وضعت. The broken plural معايير is nonhuman, so its adjective واضحة is feminine singular. Case and agreement answer different questions: معايير is the direct object, while واضحة agrees with that nonhuman plural according to Arabic agreement rules.
A substitution network, not a free slot
The following objects form a productive network with وضع, but each has its own preferred continuation.

This sentence has two collocations with the same head: وضعت قواعد and وضعت معايير. The second وضعت is omitted because coordination lets one verb govern both objects. That is productive syntax, not permission to attach any abstract noun to وضع.
Establishing, devising, and putting into operation
With a designed object such as خطة، نظام، آلية، برنامج, وضع emphasizes intellectual or institutional creation. It often corresponds to English devise, design, or establish rather than literal put.

The verb is singular وضع before the overt plural subject المهندسون in neutral verb-first order. If the subject comes first, full agreement appears:

Creating a plan is not the same as implementing it. The lexicalized phrase وضع X موضع التنفيذ means “put X into effect.” موضع is literally a “place/position,” but the whole expression is nonliteral.

ʾaʿlanati l-baladiyyatu ʾannahā sataḍaʿu l-khuṭṭata mawḍiʿa t-tanfīdhi fī yanāyir

Do not replace موضع freely with a near-synonym such as مكان. The phrase is conventional: its parts remain grammatically visible, but its wording is fixed.
وضع حدا لـ and other partly lexicalized pairings
Some combinations are more fixed than وضع خطة. In وضع حدا لـ, the following لـ is part of the frame and introduces what is ended.

Because وضع is a verbal noun after إلى, it is genitive وضعِ; حد is genitive as its iḍāfa dependent. Inside a finite clause, the object is accusative:
وضع الاتفاق حدا للنزاع الذي استمر عشر سنوات
waḍaʿa l-ittifāqu ḥaddan lin-nizāʿi lladhī stamarr(a) ʿashra sanawāt
The agreement ended the dispute that had lasted ten years. (formal/news)
This is why “learn the whole frame” is grammatical advice, not just vocabulary advice. The frame predicts the case of حدا, the required لـ, and the nonliteral English equivalent.
وضع and nearby verbs
English make and set blur distinctions that Arabic lexicalizes. Use جعل when a causer brings about a resulting property: جعل التدريب إلزاميا “made training mandatory.” The جعل collocations page develops that object–predicate frame. Use أنشأ for creating an institution or facility, صاغ for formulating wording, فرض for imposing a requirement or penalty, and اتخذ with قرار “make/take a decision.”

وضع توصيات is possible when experts formulate a set of recommendations. اتخذ قرارا is the established decision collocation; exchanging the two head verbs because English uses make produces non-native phraseology.
Register and clear style
Abstract وضع is ordinary formal MSA, not automatically bureaucratic. Density comes from stacking several nominal frames where a direct verb would be clearer. تم وضع خطة من أجل القيام بتنفيذ... may be grammatical institutional prose, but it hides agency and delays the event. Name the planner and use one frame when responsibility matters.

Regional speech often uses حطّ for literal “put,” and particular varieties may extend it further. That is normal dialect usage (regional), but it should not be inserted unmarked into an otherwise formal MSA policy sentence.

Substituting a causative verb for the planning collocation
