Arabic has language academies, councils, terminology offices, university committees, and cooperative bodies—not one worldwide academy with exclusive authority. These institutions publish dictionaries, study grammar and usage, propose or coordinate technical terms, advise public bodies, and support research. Their recommendations can shape formal writing, but a published recommendation is not proof that every country, newsroom, university, or speaker uses the same word. The education-policy page shows where terminology choices enter classrooms; the media page shows how editors make audience-facing choices.
For an English speaker, the tempting comparison is a single standards body issuing one binding rulebook. Arabic institutional life is more distributed. A useful term may arise in inherited derivation, translation, specialist practice, or public usage; an academy can document or recommend it, while editors and institutions still decide what serves their audience.
Read each institution's complete name
Institutional names show several ordinary Arabic structures. مجمع اللغة العربية بالقاهرة “the Arabic Language Academy in Cairo” contains the iḍāfa مجمع اللغة العربية followed by the location بالقاهرة. مجمع اللغة العربية الأردني instead ends in the agreeing national adjective الأردني. مجمع الملك سلمان العالمي للغة العربية contains the proper-name iḍāfa مجمع الملك سلمان, then العالمي, then the purpose phrase للغة العربية.
| Institutional name | Location or scope | Grammatical cue |
|---|---|---|
| مجمع اللغة العربية بالقاهرة | Egypt | location phrase بالقاهرة |
| مجمع اللغة العربية الأردني | Jordan | definite adjective الأردني |
| مجمع الملك سلمان العالمي للغة العربية | Saudi Arabia | proper-name iḍāfa plus adjective and purpose |
| مكتب تنسيق التعريب بالرباط | pan-Arab office in Morocco | nested iḍāfa plus location |
| اتحاد المجامع اللغوية العلمية العربية | cooperation among member bodies | plural المجامع with three agreeing adjectives |
ينشر مجمع اللغة العربية بالقاهرة معاجم لغوية واصطلاحية.
yanshuru majmaʿu l-lughati l-ʿarabiyyati bi-l-qāhirati maʿājima lughawiyyatan wa-ṣṭilāḥiyya(h).
The Arabic Language Academy in Cairo publishes linguistic and terminological dictionaries. (Egyptian institutional context.)
يعرض مجمع اللغة العربية الأردني أبحاثا في المصطلح العلمي.
yaʿriḍu majmaʿu l-lughati l-ʿarabiyyati l-ʾurdunniyyu ʾabḥāthan fī l-muṣṭalaḥi l-ʿilmiyy.
The Jordan Academy of Arabic presents research on scientific terminology. (Jordanian institutional context.)
Plural مجمع as مجامع, not an invented sound plural, and distinguish it from معجم / معاجم “dictionary/dictionaries.” The two words look similar but name different things: an academy is an institution; a dictionary is one possible product.
Different mandates, overlapping work
The Cairo Academy's official description lists the study of scientific, literary, technical, and cultural terminology, the preparation of dictionaries, and recommendations to competent bodies. The Jordan Academy's portal publishes its journal, research, and scientific-terminology work. The King Salman Global Academy's current description emphasizes language policy, computational linguistics, education, culture, corpora, and dictionaries, and calls the academy a national scholarly reference in Saudi Arabia. These descriptions overlap, but they are not identical statutes for a single institution.
The Rabat Coordination Bureau for Arabization, an ALECSO body based in Morocco, publishes unified specialist glossaries considered through Arabization conferences. The Union of Arabic Language and Scientific Academies coordinates work among member academies and maintains joint projects. Coordination aims at convergence; it does not erase national institutions, specialist communities, or variation in implementation.
ينسق المكتب إعداد معجم موحد للمصطلحات، ثم تراجعه لجان متخصصة.
yunassiqu l-maktabu ʾiʿdāda muʿjamin muwaḥḥadin lil-muṣṭalaḥāt, thumma turājiʿuhu lijānun mutakhaṣṣiṣa(h).
The bureau coordinates preparation of a unified terminology dictionary, which specialist committees then review. (Formal institutional process.)
يتعاون الاتحاد مع المجامع الأعضاء من غير أن يلغي اختصاصها الوطني.
yataʿāwanu l-ittiḥādu maʿa l-majāmiʿi l-ʾaʿḍāʾi min ghayri ʾan yulghiya khtiṣāṣahā l-waṭaniyy.
The union cooperates with its member academies without abolishing their national remit.
This distinction matters when reading titles. موحد in معجم موحد describes a harmonization goal, not the claim that all actual usage has already become uniform. Likewise, مرجعية وطنية means a national reference role in the institution's own setting, not sole jurisdiction over every Arabic user.
Recommendation, adoption, and usage are three questions
A terminology record can tell you that a committee recommended a term. A ministry style guide can tell you that a public body adopted it. A corpus, current specialist publications, and edited media can tell you how widely and in what senses it is used. These are complementary kinds of evidence.
| Question | Best first evidence | What it does not prove |
|---|---|---|
| Was this term recommended? | dated academy decision or terminology database | that everybody adopted it |
| Is it required here? | the institution's current style guide or regulation | that another country follows it |
| Is it established in this field? | recent specialist texts from several independent sources | that every competing synonym is wrong |
| Will readers understand it? | audience testing, definitions, and parallel texts | that morphological transparency alone is sufficient |
أوصت اللجنة بالمصطلح، لكن الدليل التحريري يذكر بديلا أكثر شيوعا.
ʾawṣati l-lajnatu bi-l-muṣṭalaḥ, lākinna d-dalīla t-taḥrīriyya yadhkuru badīlan ʾakthara shuyūʿan.
The committee recommended the term, but the editorial guide lists a more common alternative.
يستخدم التقرير المصطلح العربي ويضع المقابل الإنجليزي عند أول ورود له.
yastakhdimu t-taqrīru l-muṣṭalaḥa l-ʿarabiyya wa-yaḍaʿu l-muqābila l-ʾingilīziyya ʿinda ʾawwali wurūdin lah.
The report uses the Arabic term and gives the English equivalent at its first occurrence. (Formal editorial practice.)
English makes recommend, approve, prescribe, and use easy to blur. Arabic documents distinguish أوصى بـ “recommended,” أقر “approved,” اعتمد “adopted,” and استعمل / استخدم “used.” Keep the reporting verb when summarizing institutional evidence.
A practical terminology record
A responsible terminology form records enough context to make a recommendation interpretable:
| Field | Sample entry |
|---|---|
| المصطلح الأجنبي | source-language term |
| المجال | medicine, computing, law, or another defined field |
| المقابل العربي المقترح | proposed Arabic equivalent |
| التعريف والسياق | definition and one authentic usage context |
| المصدر والجهة والتاريخ | source, institution, and date |
| البدائل المستعملة | attested alternatives, with regional or register labels |
المجال: الحوسبة. المصطلح المقترح: الحوسبة السحابية. البديل المستعمل في بعض المصادر: الحوسبة الغيمية.
al-majāl: al-ḥawsaba(h). al-muṣṭalaḥu l-muqtaraḥ: al-ḥawsabatu s-saḥābiyya(h). al-badīlu l-mustaʿmalu fī baʿḍi l-maṣādir: al-ḥawsabatu l-ghaymiyya(h).
Field: computing. Proposed term: cloud computing. Alternative attested in some sources: al-ḥawsaba al-ghaymiyya. (Sample terminology record.)
A meeting schedule can be equally precise:
تجتمع لجنة المصطلحات الطبية يوم الثلاثاء في العاشرة صباحا بتوقيت عمان.
tajtamiʿu lajnatu l-muṣṭalaḥāti ṭ-ṭibbiyyati yawma th-thulāthāʾi fī l-ʿāshirāti ṣabāḥan bi-tawqīti ʿammān.
The medical terminology committee meets Tuesday at ten a.m. Amman time. (Schedule sample; Jordan.)
The iḍāfa لجنة المصطلحات الطبية means “committee for medical terminology”: الطبية agrees with nonhuman plural المصطلحات in feminine singular. It does not modify لجنة.
Interpretation task: what does the notice establish?
Read this media notice:
أعلن المجمع اعتماد قائمة محدثة من المصطلحات، ودعا الجامعات والناشرين إلى إبداء ملاحظاتهم.
ʾaʿlana l-majmaʿu ʿtimāda qāʾimatin muḥaddathatin mina l-muṣṭalaḥāt, wa-daʿā l-jāmiʿāti wa-n-nāshirīna ʾilā ʾibdāʾi mulāḥaẓātihim.
The academy announced adoption of an updated terminology list and invited universities and publishers to submit comments. (Media notice.)
You can infer that this academy adopted a list and that consultation remains open. You cannot infer that another academy adopted the same list, that the terms are legally compulsory, or that every specialist already uses them. The missing institution name, field, date, and jurisdiction are operational facts that a full report must supply.
Common Mistakes
Reversing the institutional name
❌ العربية اللغة مجمع القاهرة
Incorrect—this reverses the iḍāfa and location instead of preserving the institution's name.
✅ أرسل الباحث سؤاله إلى مجمع اللغة العربية بالقاهرة.
ʾarsala l-bāḥithu suʾālahu ʾilā majmaʿi l-lughati l-ʿarabiyyati bi-l-qāhira(h).
The researcher sent his question to the Arabic Language Academy in Cairo.
Treating one recommendation as a pan-Arab command
❌ إذا أقر مجمع مصطلحا وجب على جميع العرب استعماله وحده.
Incorrect—an academy's decision has an institutional scope; adoption and actual usage require separate evidence.
✅ أذكر الجهة والتاريخ وأقارن التوصية بالاستعمال الفعلي.
ʾadhkuru l-jihata wa-t-tārīkha wa-ʾuqārinu t-tawṣiyata bi-l-istiʿmāli l-fiʿliyy.
I name the institution and date and compare the recommendation with actual usage.
Assuming one universal title or month convention
❌ أنقل لقب المسؤول واسم الشهر من وثيقة أجنبية إلى كل مؤسسة عربية.
Incorrect—protocol titles and month names follow the country and institution's own convention.
✅ أنقل اللقب والتاريخ كما تنشرهما المؤسسة المعنية.
ʾanqulu l-laqaba wa-t-tārīkha kamā tanshuruhumā l-muʾassasatu l-maʿniyya(h).
I reproduce the title and date as the relevant institution publishes them.
Dropping the article from a place name
❌ مقر المكتب في رباط، ومقر الاتحاد في قاهرة.
Incorrect—the established city names are الرباط and القاهرة in these phrases.
✅ يقع المكتب في الرباط، ويقع الاتحاد في القاهرة.
yaqaʿu l-maktabu fī r-ribāṭ, wa-yaqaʿu l-ittiḥādu fī l-qāhira(h).
The bureau is in Rabat, and the union is in Cairo.
Key Takeaways
- Arabic language planning is institutionally plural: national academies, councils, terminology offices, universities, and coordinating bodies have overlapping but distinct remits.
- Preserve each institution's iḍāfa, adjective, place-name article, and official title.
- A recommendation, local adoption, attested specialist usage, and audience comprehension are four different claims.
- A good terminology record names the field, definition, institution, date, variants, and evidence.
- Never convert one academy's publication into a claim about all Arabic without supporting evidence.
