Why is the word ค่ะ used in this sentence?
ค่ะ is a polite particle added to the end of sentences by female speakers to show respect. Since the speaker is talking to a teacher, being polite is important! If a man were speaking, he would use ครับ instead, no matter who he is talking to.
I learned that คุณ means 'you'. Does this sentence literally mean 'Hello you teacher'?

Could I just say สวัสดี คุณ ครู and leave out the ค่ะ?
You could, but it would sound too casual for the classroom. When speaking to someone of higher status or someone you want to show respect to, like a teacher, you should always include your polite gender particle.
Would I need to change สวัสดี if I am saying this in the morning versus the evening?
