Why do we use ที่ (at) before the university instead of a word for 'to'?
Because the core action happening at the destination is ส่ง (dropping off). You are dropping her off at the university. If the sentence was just 'Are you going to the university?' without the dropping off part, you could just say คุณไปมหาวิทยาลัยไหมคะ and skip the ที่.
