In formal Vietnamese, là and rằng both appear near propositions, but they do different grammatical work. Là predicates identity, classification, or an equation between a framing expression and its content: Vấn đề là... “The problem is....” Rằng introduces the content of a statement, belief, judgment, or discovery: Báo cáo cho rằng... “The report argues that....” Good formal prose chooses the frame that displays the logical relationship instead of stacking connectors mechanically.
Neither form is an inflection. The predicates that follow remain unchanged for subject and tense; temporal and viewpoint meanings come from particles, adverbials, lexical aspect, and context. This page concentrates on formal reporting and propositional framing. For the broader inventory of predicate types, see What Counts as a Vietnamese Predicate.
Là equates a frame with a nominal or propositional value
The basic use of là joins a subject to a nominal identity or classification:
Cô ấy là giáo viên của trường.
She is a teacher at the school.
Formal argument extends this equative relation to an entire proposition. A noun such as vấn đề “problem,” kết luận “conclusion,” mục tiêu “goal,” lý do “reason,” or thực tế “fact/reality” announces the role of the clause that follows.
Vấn đề là chúng ta không có đủ dữ liệu để kết luận.
The problem is that we do not have enough data to reach a conclusion.
The research team's conclusion is that this method has not yet been shown to be effective.
Điều đáng chú ý là tỷ lệ này đã giảm liên tục trong ba năm.
What is noteworthy is that this rate has declined continuously for three years.
These are not ordinary English-style be + adjective clauses. The constituent before là is a nominal frame, and the following clause supplies its value. Compare direct Trời lạnh “It is cold”: lạnh predicates a state by itself, so là is absent.
Rằng introduces reported or evaluated content
Rằng is a complementizer associated especially with written, formal, and carefully planned discourse. It follows predicates whose meaning licenses a content clause, including cho rằng “consider/maintain that,” tin rằng “believe that,” khẳng định rằng “affirm that,” thừa nhận rằng “admit that,” nhận thấy rằng “observe that,” and thông báo rằng “announce that.”
The committee considers that this proposal needs further review.
The report affirms that there is no evidence of wrongdoing.
The researchers found that participants responded faster after being allowed to rest.
The main predicate determines the source’s stance. Khẳng định rằng commits the reporting source strongly; cho rằng presents an assessment or position; nhận thấy rằng presents a finding. Rằng itself does not mean “claim,” “believe,” or “discover.” It simply marks the following proposition as content selected by that predicate.
In informal conversation, là or zero frequently introduces the same content:
Tôi nghĩ là mai anh ấy mới đến.
I think he won't arrive until tomorrow.
Tôi nghĩ mai anh ấy mới đến.
I think he won't arrive until tomorrow.
I think this option is not yet suitable. (formal)
The choice is not merely cosmetic. Tôi nghĩ là... sounds natural in speech; tôi cho rằng... is common in essays, meetings, and analysis. Tôi nghĩ rằng... is also fully grammatical and has a more deliberate or written tone.
Do not stack là and rằng by translation
Because English uses is that and say that, learners may produce là rằng automatically. The sequence exists in some speech and in marked structures, but edited formal prose usually chooses one clear architecture:
- Kết luận là + proposition: the proposition is equated with the conclusion.
- Nhóm nghiên cứu kết luận rằng + proposition: a reporting predicate selects the proposition as its content.
The conclusion is that the current measure is insufficient.
Nhóm chuyên gia kết luận rằng biện pháp hiện tại chưa đủ.
The expert group concludes that the current measure is insufficient.
The first presents kết luận as a noun; the second uses kết luận as a reporting predicate. Writing Kết luận là rằng... in this ordinary context adds no useful distinction and sounds cumbersome.
Occasional rằng là in speech—Tôi nghĩ rằng là...—can layer a careful content marker with a conversational clause introducer. It is recognizable, but it is not the model for concise formal prose.
Basic predicates under formal framing
The following contrasts show that là/rằng do not replace the internal grammar of the reported clause.
| Basic clause | Formal frame | Structural point |
|---|---|---|
| Tôi ăn cơm. | Tôi xin xác nhận rằng tôi đã ăn cơm. | đã marks prior realization; rằng introduces the report. |
| Cô ấy là giáo viên. | Hồ sơ cho thấy rằng cô ấy là giáo viên. | the embedded nominal predicate keeps là. |
| Trời lạnh. | Điều dễ nhận thấy là trời đang lạnh dần. | the adjectival predicate does not gain là internally. |
| Tôi có một câu hỏi. | Tôi xin nói rõ rằng tôi có một câu hỏi. | có retains its possessor–possessed frame. |
| Ở đây có Wi-Fi. | Một thuận lợi là ở đây có Wi-Fi. | the locative existential clause remains intact. |
The minutes record that the affected person was notified and had an opportunity to state an opinion.
Here bị ảnh hưởng marks an adversely affected participant, while được thông báo presents receipt of notification, often with a favorable or neutral institutional perspective. The two markers belong inside the reported proposition; rằng only connects that content to ghi nhận.
Complement selection and valency still matter
Not every predicate combines naturally with rằng. Predicates of saying, thinking, evidential discovery, acknowledgment, and judgment commonly do. An action predicate such as đi, làm, or ăn does not suddenly select a content clause just because English can place that elsewhere in the translation.
Compare thông báo cho người dân rằng... “notify residents that...” with thông báo về kế hoạch “make an announcement about the plan.” The recipient is introduced by cho; a topic may be introduced by về; propositional content takes rằng or a zero/là alternative depending on register. These complements are not interchangeable.
The authorities notified residents that the road would be closed from six o'clock.
Cơ quan chức năng thông báo về kế hoạch đóng đường.
The authorities made an announcement about the road-closure plan.
A model paragraph in formal prose
The report argues that the main cause is that the current process has too many steps. The evaluation team found that employees must go to several departments before completing one request. The conclusion is that the process needs to be simplified, not that the workers lack ability.
Notice the division of labor. Cho rằng and nhận thấy rằng attribute propositions to sources and encode their evidential stance. Nguyên nhân chính là and Kết luận là equate discourse frames with values. The contrastive không phải là... rejects a competing propositional explanation. No predicate changes form for its subject.
Decision aid
| Relationship | Preferred frame | Example |
|---|---|---|
| identity/class membership | X là noun phrase | Cô ấy là giáo viên. |
| problem, goal, reason, conclusion = proposition | frame noun + là + clause | Vấn đề là... |
| formal belief, report, finding, assertion | reporting predicate + rằng + clause | Báo cáo cho rằng... |
| ordinary conversational thought/report | predicate + là/zero + clause | Tôi nghĩ là... / Tôi nghĩ... |
| simple quality or state | subject + adjectival predicate | Trời lạnh. |
Common Mistakes
Inserting là before every adjective
❌ Báo cáo nói rằng tình hình là nghiêm trọng.
Awkward as a neutral state clause: là is usually unnecessary before nghiêm trọng.
✅ Báo cáo cho thấy tình hình rất nghiêm trọng.
The report shows that the situation is very serious.
Nghiêm trọng predicates the state directly. Rất supplies degree; là is not an English-style copula here.
Doubling the clause introducers in edited prose
❌ Kết luận là rằng kế hoạch chưa khả thi.
Cumbersome: two clause-introducing layers do no useful work here.
✅ Kết luận là kế hoạch chưa khả thi.
The conclusion is that the plan is not yet feasible.
Alternatively, make kết luận a verb with an explicit source: Nhóm đánh giá kết luận rằng...
Using rằng after a predicate that does not select content
❌ Tôi đi rằng cuộc họp đã bắt đầu.
Incorrect: đi does not take a content clause.
When I arrived, I realized that the meeting had started.
Nhận ra licenses the discovered content; đến expresses arrival and keeps its own frame.
Copying an English preposition into a reporting frame
Incorrect: về cannot introduce a rằng-clause in this frame.
✅ Báo cáo giải thích rằng chi phí đã tăng.
The report explains that costs have risen.
Use giải thích về + noun phrase for a topic, but giải thích rằng + clause for propositional content.
Key Takeaways
Use là to identify, classify, or equate a discourse frame with its value; use rằng after a reporting, cognition, evidential, or evaluative predicate to introduce formal propositional content. Conversational Vietnamese often uses là or zero where formal writing prefers rằng. Keep the internal predicate frame intact, avoid redundant là rằng, and let the main predicate—not English word order—determine what kind of complement follows.
