When two consonant letters appear before one vowel, the tone mark may sit over the second letter even though the first letter controls consonant class. The reliable principle for a true initial cluster is: pronounce the cluster as one onset, but calculate tone from its first consonant.
Not every adjacent pair is a true cluster. Some spellings contain a silent ร, and others represent two syllables with an unwritten short vowel. Classifying the onset structure must therefore come before the tone table.
True clusters: one onset, first-letter class
Core Central Thai clusters combine an initial stop with ร, ล, or ว. Both consonants belong to the same syllable onset, with no vowel inserted between them.

In ขวา, the preposed-vowel issue does not arise, but the /w/ can distract learners into classifying ว. High-class ข controls the unmarked live syllable and gives rising tone.
The tone mark may be written over the second consonant
In กล้า, ้ is visually over ล. Mid-class ก nevertheless controls the marked row, so ไม้โท gives falling tone. In พร้อม, the same mark appears with ร, but low-class พ controls it and gives high tone.

The mark's graphic position follows Thai spelling conventions; it does not point to a separate tone-bearing consonant. A syllable has one lexical tone, spread across its voiced rime.

กราบ begins with mid-class ก and has no mark; its long vowel plus final /p/ makes it dead, producing low tone. คราบ begins with low-class ค; the same long-dead structure produces falling tone. RTGS shows aspiration as k versus kh but still omits tone and length.
Another useful pair is กว้าง “wide” and คว้าง “spin or drift through the air.” Both carry ไม้โท. Mid-class ก gives falling tone; low-class ค gives high tone.

False clusters: spelling has two letters, speech may have one onset
Several established spellings contain ร that is not pronounced as /r/ in the ordinary Central Thai word. With ทร- in words such as ทราย and ทราบ, the onset is normally /s/. Tone calculation still follows the spelling pattern beginning with low-class ท.

ทราบ is (formal/polite) compared with neutral รู้. Its ร is not an extra syllable and is not separately pronounced. The final บ supplies /p/, so the long dead low-class pattern gives falling tone.
Other spellings require lexical knowledge. For example, ร is silent in สร้าง in standard pronunciation, while both consonants are heard in many learned or borrowed clusters. The page on ร, ล, and cluster realization treats careful and connected variants.
Two syllables are not a true cluster
In ขนม “snack; sweet,” the adjacent ขน begins a leading-consonant sequence pronounced across two syllables, approximately kha-nom. It is not /khnom/. High-class ข influences the class behavior of the second syllable beginning with unpaired low-class น, so the second syllable has rising tone.

ตลาด similarly contains two syllables, ta-lat, rather than initial /tl/. Such patterns need syllabification before tone calculation; treating every adjacent pair as one onset produces both the wrong sounds and the wrong tones.
Live/dead status belongs to the whole syllable
Once the onset is resolved, classify the rime normally. แปล has a long open vowel and is live; กราบ ends in /p/ and is dead; พร้อม ends in /m/ and is live. The second consonant of an initial cluster is not a final merely because it appears later on the page.

Here ร in ครู and พร้อม, and ล in แปล, all belong to initial clusters. Reading them as codas would destroy the syllable structure.
Common Mistakes
1. Using the consonant directly under the mark

Incorrect — first consonant ก controls this true cluster.

2. Treating the second cluster consonant as a final

3. Pronouncing every written ร

4. Compressing a two-syllable sequence into one cluster

5. Trusting RTGS to supply tone

Incorrect — an RTGS form does not mark the low tone or vowel length of กราบ.
