The same verb directs people: hänvisa någon till means "to refer / direct someone to" a place, a desk, a person, a service. Here you have both a personal object (någon) and a till-phrase.
Receptionisten hänvisade oss till tredje våningen.
The receptionist directed us to the third floor. hänvisa någon till — person + till + destination.
Vårdcentralen hänvisade patienten till en specialist.
The health centre referred the patient to a specialist. The medical 'referral' sense.

Passive: vara hänvisad till
A very common idiom is the passive participle vara hänvisad till ("to be referred / left to, to have no choice but"). When you are hänvisad till something, it is your only option.
