The source may be practical good sense, courtesy, or moral judgment. Unlike mesti, patut leaves the addressee more room to reject the recommendation. Tone can still make it sound critical, especially when the conduct has already occurred.
Sepatutnya compares reality with an expected norm
Sepatutnya often signals that a situation is expected under a schedule, role, agreement, or norm. A following contrast can reveal that the expectation failed.
Bas itu sepatutnya tiba pada pukul sembilan, tetapi masih belum kelihatan.
The bus was supposed to arrive at nine, but it is still nowhere in sight.
Dokumen ini sepatutnya disimpan di dalam kabinet berkunci.

The bus has a timetable, the document has a handling norm, and the supervisor's role creates an expectation. The speaker measures reality against that standard. Patut is possible in some of these sentences, but it more readily sounds like current advice than a failed or standing expectation.
With sudah, sepatutnya often means “should have by now.”
Mereka sepatutnya sudah menerima surat pengesahan itu.
They should have received the confirmation letter by now.
This can be an inference based on normal delivery, not necessarily a criticism. Context decides whether the sentence predicts an expected state or blames someone for not achieving it.
Sudah sepatutnya: only right or long overdue
The order sudah sepatutnya evaluates an action as already due, fitting, or long overdue. It often has emphatic moral force.
Sudah sepatutnya pihak pengurusan mendengar aduan para pekerja.
It is only right that management listen to the employees' complaints.
Selepas bertahun-tahun menunggu, sudah sepatutnya penduduk menerima penjelasan yang lengkap.

Do not confuse sudah sepatutnya with sepatutnya sudah. The latter puts expected conduct outside a completed-state marker: Dia sepatutnya sudah tiba “She should have arrived.” The former says that the appropriateness itself is now established: “it is high time/only right.”
Positive and negative advice
Tidak patut or informal tak patut judges an action inappropriate. Sepatutnya tidak says that the expected or proper situation is for the action not to occur.
Awak tidak patut berkongsi kata laluan dengan sesiapa.

Kakitangan sepatutnya tidak menyimpan data pelanggan pada peranti peribadi.

In many contexts tidak patut melakukan X and sepatutnya tidak melakukan X converge. The first directly evaluates X as improper; the second describes non-X as the expected norm. Strong prohibition calls for tidak boleh or dilarang, not merely stronger intonation on patut.

Sebaiknya recommends the preferable option and often feels tactful. Perlu says rest is needed for the situation. Mesti removes most room for choice. Expected conclusions, not full certainty
Sepatutnya can support an inference when normal arrangements make a result expected.
Kalau kereta api bertolak tepat pada waktunya, mereka sepatutnya sudah sampai di Ipoh.

Kod itu sepatutnya berfungsi selepas akaun diaktifkan.

The speaker relies on a schedule or system design but allows that reality may differ. Mesti sudah sampai would express a stronger deduction; pasti sudah sampai would claim certainty. Sepatutnya preserves the possibility of an unexpected failure.
Softening recommendations in conversation
A bare Awak patut... can sound corrective. Speakers soften it with a reason, rasanya “I think,” mungkin “perhaps,” or sebaiknya.
