Malay has two prominent ways to express a superlative: the highly productive phrase paling + adjective, as in paling tinggi “the tallest/highest,” and compact words with ter-, such as tertinggi. They often describe the same extreme point, but they are not interchangeable in every context. Paling combines freely with gradable qualities; superlative ter- is more selective, more common in formal or lexicalized expressions, and formally identical to other ter- words that do not express comparison at all.
Bangunan itu paling tinggi di kawasan ini.
That building is the tallest in this area.
Bangunan itu ialah bangunan tertinggi di kawasan ini.
That building is the tallest building in this area. (formal)
The essential meaning is not merely “very high.” A superlative ranks one member at an extreme within a comparison domain: this area, this class, all the applications received, or everything the speaker has experienced.
paling is the productive everyday pattern
Place paling before a gradable adjective: paling tinggi, paling murah, paling cepat, paling sesuai. The adjective does not change and no article equivalent to English the is required.
Antara semua pilihan yang ada, pakej ini paling murah.
Among all the available options, this package is the cheapest.
Laluan melalui Seremban paling cepat pada waktu pagi.
The route via Seremban is the fastest in the morning.
Nadia paling sesuai untuk mengetuai projek ini.
Nadia is the most suitable person to lead this project.
Because paling is a separate degree word, it remains transparent even with longer or derived adjectives: paling bertanggungjawab “the most responsible,” paling berpengalaman “the most experienced.” This productivity makes it the safest pattern when a learner has not encountered an established ter- form.
The resulting phrase can be the clause predicate, as in Pakej ini paling murah, or modify a noun through yang, as in pakej yang paling murah. When the head noun is understood, yang paling murah means “the cheapest one.”
Saya pilih yang paling ringan sebab perlu membawanya sepanjang hari.
I chose the lightest one because I need to carry it all day.
A superlative needs a comparison domain
The domain answers “extreme among which set?” Malay can state it with di for a place or institution, antara “among,” dalam kalangan “among members of,” or a clause such as yang pernah saya cuba “that I have ever tried.” It can also remain implicit when everyone knows the relevant set.
Ini kedai paling sibuk di pusat beli-belah itu.
This is the busiest shop in that shopping centre.
Antara empat calon itu, Mei Ling paling berpengalaman.
Among those four candidates, Mei Ling is the most experienced.
Itulah sambal paling pedas yang pernah saya rasa.
That is the hottest sambal I have ever tasted.
Without a domain, paling murah still has superlative grammar, but the listener must infer the set—perhaps the products on one shelf. A changing domain can change the truth: the cheapest room in one hotel need not be the cheapest room in the city.
English marks superlatives with the most or -est and often packages the domain with in or of. Malay uses paling regardless of adjective length and chooses a domain expression according to meaning rather than copying one English preposition.
Superlative ter- is compact and selective
The prefix ter- attaches directly to an established base: tinggi → tertinggi, besar → terbesar, baik → terbaik, penting → terpenting. In its superlative use, it locates an entity at the extreme of a scale. These compact forms are frequent in official statements, reports, rankings, news, and institutional labels (formal/journalistic), though common words such as terbaik are also entirely natural in everyday speech.
Universiti itu menerima jumlah permohonan tertinggi tahun ini.
The university received the highest number of applications this year. (formal)
Keselamatan penumpang ialah keutamaan terpenting kami.
Passenger safety is our highest priority. (formal)
Ini hadiah terbaik yang pernah saya terima.
This is the best gift I have ever received.
The form is one written word: tertinggi, not ter tinggi. Unlike paling, however, ter- is not a mechanical prefix that speakers attach equally naturally to every descriptive expression. Established forms have to be learned through usage and dictionaries. Where a coined ter- form sounds doubtful, choose paling + adjective.
Some pairs differ mainly in style. Harga paling tinggi is transparent and neutral; harga tertinggi is compact and especially at home in a table or report. Other ter- forms are strongly conventional collocations: rekod tertinggi, pencapaian terbaik, keutamaan terpenting.
paling and ter- can package information differently
Compare a predicative phrase with a compact modifier:

The semantic overlap is real, but the examples do different discourse work. The first directly ranks one named tower against two others. The second classifies it with the formal noun phrase menara tertinggi. Speakers can also say menara yang paling tinggi when they want a transparent relative modifier.
Do not combine the two markers routinely as paling tertinggi. Since tertinggi already contains a superlative meaning, adding paling is normally redundant in careful Standard Malay. Advertising and emphatic speech sometimes stack expressions, but learners should use one clear superlative marker.
Not every ter- word is a superlative
The spelling ter- also appears in verbs and states with other meanings. Terjatuh means “fall accidentally/unintentionally” or “end up falling”; it is not “the most fallen.” Tertinggal can mean “be left behind,” and terbuka can describe an opened or open state. The prefix therefore cannot be interpreted without the base and context.
Telefon saya terjatuh ketika saya turun dari bas.
My phone fell when I got off the bus.
Fail itu tertinggal di dalam kereta.
The file was left in the car.
Kaunter itu masih terbuka, tetapi pintu sebelah sudah ditutup.
That counter is still open, but the side door has already been closed.
None of these ranks members of a set. Terjatuh describes an event outside deliberate control, tertinggal a resultant/adverse state, and terbuka an open state. By contrast, tertinggi in markah tertinggi requires a scale of scores and selects its upper extreme.

Superlative is not merely intensive
Sangat tinggi means “very tall/high”; paling tinggi means “the tallest/highest.” Strong degree describes one entity relative to an understood norm. A superlative ranks it against a relevant set.
Semua bangunan di jalan itu sangat tinggi, tetapi menara pejabat paling tinggi.
All the buildings on that street are very tall, but the office tower is the tallest.
Similarly, the comparative lebih tinggi daripada ranks one target above a stated standard without necessarily claiming it is highest overall. If only two items are being compared, ordinary Malaysian Malay usually uses lebih, unless the pair is explicitly treated as the complete domain and a superlative perspective is intended.
Common Mistakes
1. Adding an English superlative ending
❌ Hotel ini paling cheapest di kawasan itu.
Incorrect—Malay paling combines with the Malay adjective, not an English -est form.
✅ Hotel ini paling murah di kawasan itu.
This hotel is the cheapest in that area.
2. Attaching ter- to a degree phrase
❌ Ini cadangan tersangat praktikal untuk keluarga kami.
Incorrect—ter- cannot be attached mechanically to the multiword phrase sangat praktikal.
✅ Ini cadangan paling praktikal untuk keluarga kami.
This is the most practical proposal for our family.
3. Treating terjatuh as a ranking
❌ Cawan ini terjatuh antara semua cawan.
Incorrect—terjatuh describes an accidental fall, not a superlative quality.
✅ Cawan ini paling tinggi antara semua cawan itu.
This cup is the tallest among all those cups.
4. Doubling the superlative marking
❌ Markah itu paling tertinggi tahun ini.
Redundant in careful Standard Malay—tertinggi already expresses the superlative.
✅ Markah itu paling tinggi tahun ini.
That score is the highest this year.
5. Mixing a superlative with a comparative standard
❌ Restoran ini paling murah daripada restoran sebelah.
Incorrect neutral pattern—daripada introduces the standard of a comparative with lebih, not paling.
✅ Restoran ini lebih murah daripada restoran sebelah.
This restaurant is cheaper than the restaurant next door.
