Mohon maaf: formal or weightier apology
Mohon maaf is common in announcements, institutional messages, formal refusals, and serious apologies (formal). Mohon literally contributes a request: the speaker asks forgiveness or understanding.
Kami mohon maaf atas keterlambatan keberangkatan kereta.
We apologize for the train's delayed departure. (formal announcement)
Mohon maaf, sistem pemesanan sedang dalam pemeliharaan.

It is not automatically more sincere than maaf. Sincerity also comes from naming the harm, accepting responsibility, and making repair.

English please also appears in requests where Indonesian prefers tolong or mohon. Silakan specifically gives space or authorization; it does not normally ask the hearer to perform a favor for the speaker.
