The classifier lembar counts items presented as flat, separate, and usually flexible sheets: dua lembar tiket “two tickets,” beberapa lembar kertas “several sheets of paper,” and selembar uang kertas “one banknote.” It foregrounds the sheet-like presentation of the item rather than simply labeling every flat object.
That perspective explains both its range and its limits. A ticket can be a lembar because it is handled as a slip; a table cannot, even though its top is flat, because a table is a rigid piece of furniture rather than a flexible sheet unit. General numeral formation, plural reduplication, and the lexical semantics of paper, cloth, and other nouns remain on dedicated adjacent pages.
The basic pattern
Use numeral + lembar + noun. With “one,” fuse se- to form selembar:

The classifier precedes the noun. Dua tiket lembar does not form a normal count; lembar must occupy the classifier slot immediately after the numeral.
Paper and documents
Paper provides the central use. Lembar makes the physical sheet count explicit, which matters in printing, copying, forms, and document handling.
Formulir itu terdiri atas tiga lembar kertas.
That form consists of three sheets of paper.
Setiap peserta menerima dua lembar soal dan selembar kertas jawaban.
Each participant receives two question sheets and one answer sheet.
Masukkan empat lembar dokumen tersebut ke dalam map biru.
Put those four document sheets into the blue folder.
English may alternate among “sheet,” “page,” “piece,” or no unit word. Indonesian lembar consistently counts the physical leaves. Halaman instead identifies a page as a numbered or content-bearing side/location. A sheet printed on both sides is still one lembar but may contain two halaman.
Tickets and banknotes
Tickets, vouchers, certificates, and banknotes conventionally fit the same physical-slip perspective.
Petugas menyerahkan dua lembar tiket dan sebuah kartu akses.
The attendant handed over two tickets and an access card.
Dompet itu hanya berisi tiga lembar uang pecahan lima puluh ribu.
The wallet contained only three fifty-thousand-rupiah notes.

The classifier may add a physical implication. Dua lembar tiket naturally evokes two paper or printed slips. For purely electronic tickets, bare dua tiket elektronik is often more fitting because there may be no sheet to foreground. Classifier choice can therefore reveal how the speaker is construing the item, not just what noun appears.
Cloth and broad flexible material
Lembar also counts cloth, plastic sheeting, and other broad flexible pieces when they are treated as sheets or cut pieces.
Penjahit itu memesan dua lembar kain batik untuk dekorasi.
The tailor ordered two pieces of batik cloth for the decoration.
Kami menutup meja dengan selembar plastik bening.
We covered the table with a sheet of clear plastic.
Here the classifier foregrounds extent and presentation as a broad piece. Another classifier, helai, can overlap with cloth when fineness, lightness, or a single thin layer is salient. The difference is not a strict measurement threshold; it is a conventional perspective explained on the helai page.
Lembar as a lexical noun
Lembar can itself mean “sheet/leaf,” not merely serve as a classifier. Compare:

The grammatical classifier is identified by its position after a numeral or quantifier and before the counted noun. The lexical noun can independently take modifiers, demonstratives, or possession.
What lembar does not count
Flatness alone is insufficient. Rigid furniture and solid panels are not normally counted with lembar: use dua meja, tiga pintu, or a specialized material unit where relevant. Likewise, a book is normally dua buku, not dua lembar buku, because the whole book is not one sheet.
Ruang rapat itu memiliki dua meja panjang dan tiga pintu.
That meeting room has two long tables and three doors.
The noun can of course be reconceived if its physical presentation changes. A wooden board sold as sheet material may be measured with a trade-specific unit, but that does not make lembar a universal classifier for every rigid flat item. Lexical convention remains decisive.
Omission and general buah
Bare counting is common: dua tiket, lima formulir, tiga kupon. Buah is also possible for some bounded objects, but it suppresses the sheet perspective: dua buah tiket simply counts two ticket objects, while dua lembar tiket highlights two slips.
In administrative forms, printing instructions, and purchase lists, explicit lembar is frequent (formal). In everyday conversation, omission may be lighter (informal). This optionality is treated fully on the classifier omission page.
Spelling and number agreement
Write selembar solid, never se lembar or se-lembar. Larger numerals and quantifiers remain separate: dua lembar, dua puluh lembar, beberapa lembar. There is no plural ending: dua lembar tiket, not dua lembars tiket.
An exact numeral normally makes noun reduplication unnecessary: dua lembar tiket, not dua lembar tiket-tiket. The full semantics of reduplication belong on the adjacent plurality pages. Ordinary Indonesian uses no mandatory accent marks.
