Agreement is easy when grammatical form and meaning point in the same direction. A phrase such as הצוות is harder: the noun is singular, but it denotes several people. Quantifiers add another possible controller, and a construct chain can place a plural noun immediately beside a verb controlled by a singular head.
This page answers only one question: which element controls the verb? The nouns themselves are introduced on collective nouns, the determiner inventory on quantifiers, and construct structure on smichut.
Plain Collective Nouns: Singular in Careful Hebrew
קהל, ציבור, צוות, ממשלה, משפחה, זוג, and ועדה are grammatically singular. In edited and careful Hebrew, the verb follows that singular number and the noun's grammatical gender.
הקהל התפזר מיד אחרי ההופעה.
hakahál hitpazér miyád akharéi hahofa'á
The audience dispersed immediately after the performance. (careful/neutral)
הצוות החליט לדחות את ההשקה בשבוע.
hatsévet hekhlít lidkhót et hahashaká beshavúa

English permits plural agreement with many collectives, especially in British usage: the committee have decided. Careful Hebrew normally does not copy that option. It treats ועדה as one feminine singular grammatical unit.
Agreement by Sense in Speech
Spontaneous speech can follow the people inside an animate group rather than the singular word naming it. This agreement by sense—constructio ad sensum—is a real native pattern, not random failure.
הצוות שלנו כבר החליטו, הם רק לא הודיעו לכולם.
hatsévet shelánu kvar hekhlítu, hem rak lo hodí'u lekhulám
Our team have already decided; they just haven't told everyone. (informal speech)
The switch from singular הצוות to plural החליטו and הם reflects a change in viewpoint: the speaker begins with the unit and continues with its members. Edited prose ordinarily keeps the grammatical singular throughout.
הצוות שלנו כבר החליט, אבל החלטתו טרם פורסמה.
hatsévet shelánu kvar hekhlít, avál hakhlatató térem pursemá
Our team has already decided, but its decision has not yet been published. (formal/edited)
True Quantifiers: The Following Noun Controls
With הרבה, מעט, and כל, the quantifier does not contribute a competing singular noun head. Agreement follows the noun being quantified.
הרבה אנשים באו לעזור למרות הגשם.
harbé anashím bá'u la'azór lamrót hagéshem
A lot of people came to help despite the rain.
כל העובדות קיבלו הודעה מראש.
kol ha'ovdót kiblú hoda'á merósh
All the female employees received advance notice.
But כל אחד and אף אחד contain the masculine singular pronoun אחד, which is the agreement controller:
כל אחד קיבל מפתח, ואף אחד לא ביקש עותק נוסף.
kol ekhád kibél maftéakh, ve'af ekhád lo bikésh ótek nosáf
Everyone received a key, and nobody asked for another copy.
English everyone also takes singular agreement in the standard, but Hebrew makes the singular visible twice: in אחד and in the verb.
רוב, חצי, and חלק מ־: Two Analyses Compete
Partitive expressions sit between an ordinary singular head and a quantifier. In רוב התלמידים, a speaker can construe רוב “the majority” as the head, or let the plural התלמידים supply the agreement. The Academy of the Hebrew Language explicitly permits both רוב האנשים הצביע and רוב האנשים הצביעו, explaining that either element can be understood as the head in this type of phrase.
In current writing, plural agreement is the ordinary choice when the quantified noun is plural:
רוב התלמידים סיימו את הבחינה לפני הזמן.
rov hatalmidím siyemú et habekhiná lifnéi hazmán
Most of the students finished the exam early. (ordinary edited usage)
חלק מהאורחים הגיעו רק אחרי הארוחה.
khélek meha'orkhím higí'u rak akharéi ha'arukhá
Some of the guests arrived only after the meal. (ordinary usage)
Singular agreement remains grammatical where the quantified group is treated as one portion, and it becomes especially natural when the second noun is itself singular: רוב הקהל עזב “most of the audience left.” There is no honest one-line rule covering every partitive; animacy, register, and whether the speaker imagines a set of individuals all matter.
מספר: “Several” vs “The Number Of”
The article changes the structure. מספר עובדים commonly means “a number of employees, several employees,” and the plural people control the verb. מספר העובדים means “the number of employees”; now the count itself is a masculine singular subject.
מספר עובדים פנו להנהלה וביקשו פגישה.
mispár ovdím panú lahanhalá uvikshú pgishá
Several employees approached management and requested a meeting.
מספר העובדים בחברה גדל השנה.
mispár ha'ovdím bakhevrá gadál hashaná
The number of employees at the company grew this year.
These sentences differ by one ה־ but make different claims. In the first, employees acted; in the second, a number changed.
Percentages: Individuals or an Amount
Percentage subjects show the same semantic pull. With human plural complements, plural agreement is common because the sentence predicates something of those people. With a singular mass or budget, singular agreement treats the percentage as an amount.
שישים אחוז מהנשאלים תמכו בהצעה.
shishím akhúz mehanish'alím tamkhú bahatsa'á
Sixty percent of respondents supported the proposal. (plural by the people)
שישים אחוז מהתקציב הוקדש לשכר.
shishím akhúz mehataktsív hukdásh lesakhár
Sixty percent of the budget was allocated to salaries. (singular amount)
Actual usage varies, particularly when the complement itself is collective. Describe the intended perspective rather than pretending the number alone chooses the verb.
Construct Subjects: Agree with the First Noun
An ordinary construct chain is different from a partitive. Its first noun is the grammatical head even when the second noun is plural and stands closer to the verb.
קבוצת התלמידים הגיעה למוזיאון באיחור.
kvutsát hatalmidím higí'a lamuze'ón be'ikhúr
The group of students arrived at the museum late.
ועדת החינוך פרסמה את מסקנותיה.
va'adát hakhinúkh pirsemá et maskenotéha
The Education Committee published its conclusions.
הנהלת בתי הספר החליטה להאריך את יום הלימודים.
hanhalát batéi haséfer hekhlíta leha'aríkh et yom halimudím
The school administration decided to extend the school day.
The nearby plural nouns התלמידים and בתי הספר are modifiers. They do not control the verb. This attraction error is common precisely because the true head is an altered construct form and the plural modifier is more prominent.

Missing the feminine head of a construct
❌ ועדת העובדים החליט לפרסם הודעה.
Incorrect — ועדת is the feminine singular head, so careful agreement is החליטה.
✅ ועדת העובדים החליטה לפרסם הודעה משותפת.

The workers' committee decided to publish a joint statement.
Making כל אחד plural
❌ כל אחד מהמשתתפים קיבלו תיק.
Incorrect — אחד is masculine singular and controls קיבל.

Confusing “several employees” with “the number of employees”
❌ מספר העובדים גדלו השנה.
Incorrect for the meaning ‘the number grew’ — the subject is masculine singular מספר, so use גדל.
✅ מספר העובדים גדל, ולכן שכרנו משרד נוסף.

The number of employees grew, so we rented another office.
Calling agreement by sense “broken Hebrew”
Plural agreement with a singular animate collective is common in speech. Keep singular agreement in edited production, but do not mark the spoken form as impossible.
