“The Academy says so” can mean at least three different things: a legally applicable published decision, an official recommendation for careful style, or simply an answer on the Academy's website. “Israelis say it” is also incomplete: who, in which genre, and with what social reaction? A reliable grammar keeps institutional standard, observed usage, and register judgment in separate columns.
This matters to learners because native frequency and examination acceptability can point in different directions. Describing a widespread form is not the same as recommending it in an application, and teaching the prescribed form is not evidence that the alternative is imaginary.
What the 1953 law actually binds
The Academy was established under חוק המוסד העליון ללשון העברית, תשי״ג–1953. Section 10 does not make everything the Academy says binding on every Hebrew speaker. It establishes two gates and a defined list of bodies.

Both gates matter. A style comment on a web page is not automatically a section 10 decision, and a decision within the listed subjects still needs the prescribed publication. Broadcasters may adopt Academy forms through their own style policies, but the law does not list them as a category.
בגלל ש: the famous ban that never happened
The folk story says the Academy banned בגלל ש־ and insists on מפני ש־ or מכיוון ש־. The Academy's own discussion says the opposite: האקדמיה לא פסקה בעניין זה—the Academy has not ruled on the matter. It presents the objection that בגלל was historically a preposition before a noun, but it also records ancient clause-taking בגלל ש־ in 4QMMT, influenced by Aramaic בגלל ד־, and treats the modern development separately.
Its proposed alternatives are a menu for stylistic variety, not a verdict that speakers using בגלל ש are ungrammatical.

The deeper descriptive point is that Hebrew prepositions can develop into conjunctions. Ancient absence, even when real, would not by itself prove that a modern construction has no grammar. Here the premise is weaker still, because an ancient attestation exists.
Where the Academy is explicit: היות ו־ and במידה ו־
The Academy does explicitly describe היות ו־ as לא תקני, nonstandard, under the analysis that it blends היות ש־ with הואיל ו־. Crucially, it does not call היות ש־ incorrect. That form is formal, somewhat bureaucratic, and standard.

The same distinction applies to conditional במידה ו־, which the Academy considers nonstandard. In an ordinary condition, use אם. Where actual degree is meant, Hebrew has במידה ש־ “to the extent that” and ככל ש־ “the more/as far as.” The issue is not that ו is always forbidden after a noun; הואיל ו־ is an established conjunction. It is the history and grammar of each construction.

Numeral gender: a documented change, not an invented mistake
The prescribed system distinguishes masculine and feminine numerals: שלושה ילדים, שלוש ילדות. Colloquial speakers often neutralize part of that distinction, especially under time pressure and in predictable constructions. Dorit Ravid's 1995 study, “Neutralization of gender distinctions in Modern Hebrew numerals” (Language Variation and Change 7(1): 79–100), found loss of gender agreement and reanalysis of numeral suffixes in a sample of 40 fourth- and seventh-graders tested in monitored and unmonitored situations.

These facts answer different questions. The first example demonstrates a real colloquial grammar; the second is the form a learner should produce in an exam, report, or presentation. No Academy statement abolishing or endorsing the colloquial neutralization was found in the source audit. The 2017 spelling revision: prescription can follow usage
The 2017 revision of the כללי הכתיב המלא changed several familiar spellings. Professor Yosef Ofer explained that revisions concentrated especially on places where the old rule had become גזרה שאין הציבור יכול לעמוד בה—a decree the public could not sustain. That is institutional prescription responding to accumulated usage, not a simple victory of one side over the other.

Both spellings represent the same spoken word. In a text governed by current Academy rules, write תוכנית; when reading material produced under older rules, do not misdiagnose תכנית as ignorance. The evidence and further cases are on contested spellings.
A practical three-label system
Instead of one vague label, assign each contested form three answers:

Common Mistakes
1. Repeating the invented “Academy ban” on בגלל ש. It is a normal colloquial causal, and the Academy explicitly says it did not rule.

2. Assuming widespread usage guarantees acceptance in edited prose. היות ו is real Hebrew usage, but an editor applying the Academy standard changes it.

3. Calling colloquial numeral leveling a random learner error. For native speakers it is documented change; for learners it is still a poor production target because the prescribed form is accepted across contexts.

4. Marking a pre-2017 spelling as timelessly wrong. A rule can change while an educated writer's habits remain older.
