Attribution and Evidential Distance

Attribution tells the reader where information came from and how strongly the current writer adopts it. Formal Arabic distinguishes a named documentary basis (وفقا لـ), a source-relative account (بحسب), an unattributed report (يقال إن), and a claim that the reporter holds at some distance (زعم). These expressions are not decorative synonyms for English according to.

Source wording allocates responsibility. وفقا لبيانات الوزارة says that the ministry’s data are the stated basis; it does not guarantee that the data are accurate. زعم المتحدث may alert readers that the proposition is disputed. يقال hides or generalizes the source and therefore weakens verifiability. Responsible journalistic (formal) and academic (academic) prose chooses the label that matches the evidence instead of using passive language merely to sound neutral.

وفقا لـ names the stated documentary basis

وفقا لـ “in accordance with / according to” governs a noun through لـ. It is especially natural with reports, data, regulations, schedules, and named institutional sources (formal/administrative/academic). Write وفقا للتقرير or وفقا لبيانات الهيئة, not a free-standing وفقا followed by an unconnected noun.

وفقا لتقرير البنك المركزي، انخفض معدل التضخم في الربع الأخير.

wifqan li-taqrīri l-banki l-markaziyy, inkhafaḍa muʿaddalu t-taḍakhkhumi fī r-rubʿi l-ʾakhīr.

According to the central bank’s report, the inflation rate fell in the final quarter. (Formal attribution.)

ستبدأ الجلسة في التاسعة وفقا للجدول المنشور على الموقع.

satabdaʾu l-jalsatu fī t-tāsiʿati wifqan li-l-jadwali l-manshūri ʿalā l-mawqiʿ.

The session will begin at nine according to the schedule published on the website. (Administrative information.)

The phrase may also mean “in accordance with” a governing norm rather than “as reported by” a source:

عولجت البيانات وفقا للمعايير الأخلاقية المعتمدة في المؤسسة.

ʿūlijati l-bayānātu wifqan li-l-maʿāyīri l-ʾakhlāqiyyati l-muʿtamadati fī l-muʾassasa(h).

The data were handled in accordance with the institution’s approved ethical standards. (Compliance, not reported speech.)

English according to covers both source and conformity. Arabic وفقا لـ does too, so the noun after it must show which relation is intended.

بحسب presents an account relative to a source

بحسب also means “according to / on the basis of,” and it governs a following noun in the genitive. It is common with people, officials, records, estimates, and criteria. In attribution it can emphasize that the proposition is true as the named source presents it, leaving the writer room not to endorse every detail.

بحسب المتحدثة باسم الوزارة، ستعلن النتائج قبل نهاية الأسبوع.

bi-ḥasabi l-mutaḥaddithati bi-smi l-wizāra(h), satuʿlanu n-natāʾiju qabla nihāyati l-ʾusbūʿ.

According to the ministry spokesperson, the results will be announced before the end of the week. (Named human source.)

يختلف المبلغ بحسب عدد الأيام الفعلية للإقامة.

yakhtalifu l-mablaghu bi-ḥasabi ʿadadi l-ʾayyāmi l-fiʿliyyati li-l-ʾiqāma(h).

The amount varies according to the actual number of days of residence. (Criterion, not attribution.)

بحسب ما أفادت به... can introduce an institutional statement. This is heavier and explicitly frames the information as what the source reported.

بحسب ما أفادت به هيئة الأرصاد، ستستمر العاصفة حتى مساء الجمعة.

bi-ḥasabi mā ʾafādat bihi hayʾatu l-ʾarṣād, satastamirru l-ʿāṣifatu ḥattā masāʾi l-jumʿa(h).

According to the meteorological authority, the storm will continue until Friday evening. (Formal attributed forecast.)

Neither وفقا لـ nor بحسب turns weak evidence into strong evidence. They answer “whose information?”; the surrounding prose must still answer “how was it obtained, and how reliable is it?”

يقال إن leaves the source unspecified

Passive يقال إن... literally means “it is said that...” It creates strong evidential distance because no speaker is grammatically named. It may be useful for a genuinely widespread saying, a proverb-like belief, or a report whose source is itself under discussion (formal/literary). It is poor practice when the writer knows the source but avoids naming it.

يقال إن الطريق القديم يغلق كثيرا في الشتاء، لكن البلدية لم تصدر تحذيرا اليوم.

yuqālu ʾinna ṭ-ṭarīqa l-qadīma yughlaqu kathīran fī sh-shitāʾ, lākinna l-baladiyyata lam tuṣdir taḥdhīran al-yawm.

It is said that the old road is often closed in winter, but the municipality has issued no warning today. (Unverified general report explicitly contrasted with an official source.)

يقال إن المخطوطة فقدت في الحرب، ولا نملك وثيقة تؤكد ذلك.

yuqālu ʾinna l-makhṭūṭata fuqidat fī l-ḥarb, wa-lā namliku wathīqatan tuʾakkidu dhālik.

It is said that the manuscript was lost in the war, but we have no document confirming that. (Explicitly uncertain historical report.)

Anonymous attribution is not journalistic neutrality. If a claim matters, readers need the strongest source description that can safely and ethically be supplied: a named official, a document, multiple witnesses, or a protected source described by role. يقال should not launder rumor into fact.

زعم marks a claim at a distance

زعم introduces a proposition attributed to a claimant: زعم فلان أن.... In contemporary news it often signals doubt, contest, or unwillingness by the reporter to adopt the claim. English claimed can be neutral in some contexts, but Arabic زعم frequently carries a skeptical or adversarial shade. Use neutral قال “said,” ذكر “stated/mentioned,” or أفاد “reported” when no such distance is intended.

زعم المتحدث أن الشركة أوفت بجميع التزاماتها، لكن التقرير المالي يناقض قوله.

zaʿama l-mutaḥaddithu ʾanna sh-sharikata ʾawfat bi-jamīʿi l-iltizāmātihā, lākinna t-taqrīra l-māliyya yunāqiḍu qawlah.

The spokesperson claimed that the company had met all its obligations, but the financial report contradicts his statement. (Explicit skeptical distance.)

ذكرت الباحثة أن النتائج أولية وتحتاج إلى دراسة أوسع.

dhakarati l-bāḥithatu ʾanna n-natāʾija ʾawwaliyyatun wa-taḥtāju ʾilā dirāsatin ʾawsaʿ.

The researcher stated that the results are preliminary and require a broader study. (Neutral attribution.)

The contrast is ethical as well as lexical. Replacing ذكرت with زعمت can imply suspicion about the researcher. That implication requires editorial justification.

Among familiar colleagues, كما قال... “as ... said” offers a lighter attribution (less formal). It identifies a speaker but does not by itself claim documentary verification:

كما قال سامر في الاجتماع، نحتاج إلى يومين إضافيين للاختبار.

kamā qāla sāmirun fī l-ijtimāʿ, naḥtāju ʾilā yawmayni ʾiḍāfiyyayni li-l-ikhtibār.

As Samer said in the meeting, we need two additional days for testing. (Less formal collegial attribution.)

For publication, a writer would normally give the meeting date, minutes, recording, or Samer’s institutional role if those details matter to verification.

Scope and placement prevent false attribution

An initial attribution frame normally scopes over the following proposition. If a sentence continues with the reporter’s own evaluation, mark the boundary clearly.

بحسب التقرير، ارتفعت المبيعات عشرة في المئة. غير أن هذه الزيادة لا تعوض خسائر العام الماضي.

bi-ḥasabi t-taqrīr, irtafaʿati l-mabīʿātu ʿasharatan fī l-miʾa(h). ghayra ʾanna hādhihi z-ziyādata lā tuʿawwiḍu khasāʾira l-ʿāmi l-māḍī.

According to the report, sales rose by ten percent. However, this increase does not offset last year’s losses. (The second sentence is the writer’s evaluation.)

One long sentence could make readers attribute both propositions to the report. A sentence boundary, أما تقييمنا..., or ويرى الكاتب... clarifies whose voice is responsible.

A source challenge in an editorial meeting

كتبت أن المشروع سيتأخر شهرا، فما مصدر هذه المعلومة يا أستاذة ليلى؟ — بحسب رسالة من مدير المشروع، لكنني لا أستطيع نشر اسمه قبل موافقته. — مفهوم؛ اكتبي إذن أن المصدر مسؤول مطلع على الجدول، ولا تستخدمي يقال. — بالطبع، سأوضح درجة قربه من المعلومات.

katabti ʾanna l-mashrūʿa sayataʾakhkharu shahran, fa-mā maṣdaru hādhihi l-maʿlūmati yā ʾustādhata laylā? — bi-ḥasabi risālatin min mudīri l-mashrūʿ, lākinnanī lā ʾastaṭīʿu nashra smihi qabla muwāfaqatih. — mafhūm; uktubī ʾidhan ʾanna l-maṣdara masʾūlun muṭṭaliʿun ʿalā l-jadwal, wa-lā tastakhdimī yuqāl. — bi-ṭ-ṭabʿ, sa-ʾuwaḍḍiḥu darajata qurbihi mina l-maʿlūmāt.

You wrote that the project will be delayed by a month. What is the source, Ms. Layla? — A message from the project director, but I cannot publish his name without his consent. — Understood. Then write that the source is an official familiar with the schedule, and do not use ‘it is said.’ — Certainly; I will clarify how close he is to the information.

The editor accepts a justified refusal to name the source while requiring a useful description. Confidentiality does not require vagueness about the source’s access.

Source protection and source opacity are different. A report may withhold a name yet still describe the source’s role, proximity, number, and documentary basis.

Common Mistakes

Treating “please” as an attribution marker

❌ من فضلك التقرير، ستتغير المواعيد.

Malformed—min faḍlika requests or softens an action; it does not mean ‘according to the report.’

✅ وفقا للتقرير، ستتغير مواعيد التسليم في الشهر المقبل.

wifqan li-t-taqrīr, satataghayyaru mawāʿīdu t-taslīmi fī sh-shahri l-muqbil.

According to the report, the delivery dates will change next month.

Demanding a source through bare imperatives

❌ اذكري المصدر، اكشفي الاسم، وقدمي الوثيقة الآن.

Wrong professional request design—the stacked commands ignore confidentiality and give the reporter no response path.

✅ هل يمكنك أن توضحي نوع المصدر وتقدمي الوثيقة إن كان نشرها ممكنا؟

hal yumkinuki ʾan tuwaḍḍiḥī nawʿa l-maṣdari wa-tuqaddimī l-wathīqata ʾin kāna nashruhā mumkinan?

Could you clarify the type of source and provide the document if publishing it is possible? (Addressing one woman.)

Omitting the title in an upward source challenge

❌ يا سامي، أين دليلك على هذا الكلام؟

Wrong relationship marking for a first formal exchange with Professor Sami; ‘your proof for this talk’ also sounds accusatory.

✅ يا أستاذ سامي، هل يمكن أن توضح المصدر الذي اعتمدت عليه؟

yā ʾustādha sāmī, hal yumkinu ʾan tuwaḍḍiḥa l-maṣdara lladhī ʿtamadta ʿalayh?

Professor Sami, could you clarify the source on which you relied?

Mismatching gender in a source request

❌ هل يمكنك أن تزودني بالرابط يا دكتورة نجلاء؟

Incorrect—the masculine subjunctive tuzawwidani conflicts with the feminine title.

✅ هل يمكنك أن تزوديني بالرابط يا دكتورة نجلاء؟

hal yumkinuki ʾan tuzawwidīnī bi-r-rābiṭi yā duktūrata najlāʾ?

Could you provide me with the link, Dr. Najla?

Using زعم for a source presented as neutral

❌ زعمت هيئة الأرصاد أن الشمس ستشرق في السادسة.

Wrong force in an ordinary forecast attribution—zaʿamat needlessly casts an authoritative, uncontested timetable as suspect.

✅ أفادت هيئة الأرصاد بأن الشمس ستشرق في السادسة.

ʾafādat hayʾatu l-ʾarṣādi bi-ʾanna sh-shamsa satushriqu fī s-sādisa(h).

The meteorological authority reported that the sun will rise at six.
